Diving Inspections - Area C

The Department of National Defence, on behalf of the Canadian Coast Guard, is soliciting offers for a commercial diving contractor to perform inspections of thirteen offshore aids to navigation assets located within the province of Ontario. The primary objective is to conduct detailed assessments to inform safety, compliance, maintenance planning, and capital prioritization. The contractor is responsible for providing all necessary labor, vessels, dive systems, tools, and materials. Key deliverables include detailed inspection reports for each site featuring measurements of dimensions, depths, residual thickness, and verticality, as well as comprehensive photographic and videographic documentation and technical drawings in .PDF and .DWG formats. The contract is awarded based on the lowest evaluated price among compliant offers that meet all mandatory technical criteria, including proof of commercial vessel registration for vessels of 15 gross tons or greater. All divers must be certified by the Commercial Divers Certification Council, with at least one diver certified as a non-surface supplied diving supervisor to unlimited depth. Work must adhere to CSA Z275.4 and Z275.2 standards, as well as federal and provincial occupational health and safety regulations. Field work is expected to be completed by November 30, 2026, with final reports due by January 31, 2027. The resulting contract will be a fixed-price agreement with a performance period extending to January 31, 2027.
