Objet : Le CSSP procède à un appel d’offres public pour acquérir une solution technologique de positionnement et de suivi des véhicules utilisés pour le transport scolaire des élèves conformément au Règlement sur les contrats des organismes publics en matière de technologies de l’information (c-65.1, r. 5.1)en vue d’un contrat de 24 mois, soit du 1er juillet 2026 au 30 juin 2028 en plus de trois options de renouvellement d’une année chacune à la discrétion du CSSP. Afin de s’acquitter de ses responsabilités en matière d’organisation, de coordination et de supervision du transport scolaire, le CSSP souhaite se doter d’une solution technologique permettant d’améliorer la planification, la gestion et le suivi des services de transport offerts aux élèves. De manière générale, le CSSP recherche une solution lui permettant : · d’obtenir une visibilité fiable et centralisée de l’ensemble des déplacements effectués par les véhicules affectés au transport scolaire; · de soutenir la coordination opérationnelle entre le CSSP et les transporteurs, notamment lors des périodes de pointe ou en cas d’imprévus opérationnels; · de favoriser une gestion efficiente des circuits, incluant le suivi des trajets, la supervision des parcours et la cohérence entre la planification et l’exécution quotidienne; · d’assurer la continuité et la qualité des services, tant pour les véhicules assignés aux circuits réguliers que pour les véhicules de remplacement mobilisés par les transporteurs; · de contribuer à l’amélioration continue des pratiques opérationnelles, en permettant un accès à des données objectives, pertinentes et utiles pour la planification, la gestion et le suivi du transport scolaire. Le soumissionnaire doit obligatoirement déposer l’attestation (ARQ) au CSSP avec sa soumission lors du dépôt de celle-ci, sous peine d’entraîner le rejet automatique de sa soumission. L’attestation de Revenu Québec doit être valide jusqu’à la fin de la période de 3 mois qui suit le mois au cours duquel elle a été délivrée. L’ORGANISME PUBLIC se réserve la possibilité de ne pas considérer une demande de précision formulée par un SOUMISSIONNAIRE, si cette demande lui est transmise moins de cinq (5) jours ouvrables avant la date et l’heure fixées pour la réception des soumissions.
