This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-31 This announcement constitutes the only solicitation and a written solicitation will not be issued. This synopsis/solicitation, NAICS Code 519130, is to notify contractors that the government intends to issue a Firm Fixed Price Contract for a period of 5 years. In accordance with FAR Part 13.106, a solicitation will be posted for Full and Open competition. Prospective offerors are responsible for downloading the solicitation and any amendments. It is the offeror's responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. This solicitation is issued as a Request for Proposals (RFP) Question Deadline: All questions are to be submitted via email to Vida.Niles@fda.hhs.gov no later than 3pm EST on Tuesday, March 27, 2012. Question Number 1: I added UBM GT as an interested Vendor to the Solicitation 12-223-SOL-00064 and also downloaded the packet. At this point, what else is needed? I see that there are items in the packet that needed to be completed, but I do not see an area to upload anything on the Fed Biz Op site or instructions to send a file, quotes, etc. any where? Answer Number 1: Offer or's should not upload proposals onto fed biz ops. Question Number 2: On the packet details, it lists that Offer or needs to complete blocks 12, 17, 23, 24 and 30. For blocks 23 and 24, is that the unit price and amount for one year? Answer Number 2: Offer or's must complete all necessary pages and send with their proposal. Question Number 3: Do I send the pages 1, 2 and 3 back to you completed with the blocks and pricing schedule completed? Anything else needed? Answer Number 3: Reference page 37 for instructions of submission for proposals. All submissions for proposals shall be delivered by mail and not email.
