Acquisition of MaiTai DeepSee Ti:Sapphire Laser

The National Institutes of Health, Office of the Director, Office of Acquisitions, is seeking to acquire a fully automated, one-box, mode-locked Ti:Sapphire laser with DeepSee dispersion compensation to replace a failed unit in the Muscle Energetics Laboratory. This solicitation, numbered 75N98026Q00689, is issued as a competitive combined synopsis/solicitation under FAR Subpart 12.6 for commercial items and is not expected to exceed the simplified acquisition threshold. The requirement is unrestricted, with no small business set-aside, and the North American Industry Classification System code is 334516, with a small business size standard of 1,000 employees. The acquisition is conducted under a firm-fixed-price purchase order, with award based on best value through a trade-off process, where technical capability, past performance, and delivery schedule are significantly more important than price. The laser must have a tuning range of 690–1040 nm, pulse duration under 100 femtoseconds, peak power greater than 266 kW at 800 nm, and be fully compatible with the existing Leica multiphoton microscope, including automated beam alignment. The offeror must provide installation, operator training, and acceptance testing within 180 days after receipt of order, along with a one-year, unlimited-use warranty. A trade-in credit is offered for the decommissioned Spectra-Physics MaiTai HP DS laser, Serial No. 3349, and offerors may decline the trade-in, but proposals will be evaluated on net price.
