AI Contract Overview
The National Institutes of Health (NIH), specifically the National Cancer Institute (NCI) within the Center for Cancer Research (CCR), intends to award a non-competitive contract for the purchase of one Bio-Rad CFX Opus 96 Real-Time PCR System. This system will replace two existing Bio-Rad CFX96 units that are approximately 10 years old, no longer functional, and unsupported by the manufacturer. The replacement aims to restore critical capabilities for routine gene expression analysis, quality control assays, and genomics workflows within the Laboratory of Receptor Biology and Gene Expression Branch (LRBGE). Selecting the same Bio-Rad platform ensures compatibility with existing software, protocols, and consumables, avoiding the need for extensive revalidation and workflow adjustments that would disrupt ongoing research. This procurement is conducted under simplified acquisition procedures without full and open competition, with a response deadline of June 15, 2026. The NAICS code for this acquisition is 325414, and the total procurement amount will not exceed the simplified acquisition threshold of $350,000. Interested parties are invited to submit capability statements and proposals, including technical and cost details, but the government reserves the right to proceed on a sole-source basis. All submissions must be sent electronically to the NIH contracting officer by the specified deadline, and all offerors must be registered in the System for Award Management (SAM).

GENERAL INFORMATION
- Title: Acquisition of one (1) Bio-Rad CFX Opus 96 Real-Time PCR System for the Laboratory of Receptor Biology and Gene Expression Branch (LRBGE), Center for Cancer Research (CCR), National Cancer Institute (NCI)
- Background Information: The U.S. Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Receptor Biology and Gene Expression Branch (LRBGE) requires one (1) new, commercially available Bio-Rad CFX Opus 96 Real-Time PCR System to replace two existing Bio-Rad CFX96 real-time PCR units that are approximately 10 years old, non-functional, and no longer supported by the manufacturer for repair or service. The existing qPCR systems have served as core workhorse instruments for several laboratories in LRBGE. Their loss has reduced branch capacity for routine gene expression analysis, experimental quality control assays, and genomics workflows. The replacement instrument is required to restore reliable real-time PCR capability for multiple users and ongoing research programs. The requested Bio-Rad CFX Opus 96 Real-Time PCR System provides a 96-well, 5-color plus FRET, network-connected real-time PCR detection platform and includes the CFX Opus 96 base unit, cables, and CFX Maestro Software 2.3 for Windows. The system will support plate setup, data collection, statistical analysis, and graphing of results. The replacement platform also offers improved block uniformity and multiplexing compared with the outdated instruments currently being replaced. Continued use of the Bio-Rad platform is important to maintain compatibility with existing software, established protocols, instrument parameters, and currently held consumables. Acquiring another manufacturer’s system would require revalidation, restandardization, and workflow adjustments that would increase cost, staff burden, and disruption to ongoing research.
