UPDATE 05 - Last Update and Notice of Requirement Cancellation

he FAA has decided that consolidating Acquisition Support Services contracts for various AAQ organizations is not in its best interest at this time and will cease pursuing this strategy. As of release of this update, interested vendors shoud not anticipate a solicitation to be released, award to be made, nor any further updates to this announcement. 

Current support services may or may not lead to follow-on contracts of the same scope and type. Decisions will be made by individual AAQs, likely favoring Firm Fixed Price (FFP) contracts where possible, and in accordance with applicable FAA procurement policies. 

This announcement will close on 9/11/2026 to allow vendors to access it during or after the Labor Day weekend. Please monitor SAM.gov for future FAA contract opportunities.

Update 04

Released: 8/18/2026

This announcement is being extended from 10/01/2026 to 11/01/2026. Interested vendors should expect a soliciation to be released on or around the closing of this announcement. 

The following Q&A regarding Update 03 below is released:

QUESTION 1: "If a prospective offeror has past performance or current work on an FAA acquisition support contract that does not have a CPARS reference, can we solicit a past performance questionnaire from the client in lieu of CPARS?"

FAA RESPONSE: Please note that the criteria outlined in Update 03 below are draft only and subject to change at this time; however, if this criteria were to be used verbatim, the short answer would be "No."

QUESTION 2: "Would the FAA consider lowering the threshold for past performance so that it is less restrictive to small businesses? A lower threshold would allow a larger pool of small business concerns to participate."

FAA RESPONSE: Although the FAA's internal total estimated potential value for this scope is sensitive and will not be released, please note that it is significantly higher than $10M. This threshold has been carefully considered and is tentatively determined to be the lowest we can set to ensure an offeror has sufficient past performance experience comparable in magnitude, thereby mitigating award risk to the FAA.

QUESTION 3: "Has the FAA made a determination as to the type of contract?"

FAA RESPONSE: No. This is subject to change until the solicitation is publicly released.

QUESTION 4: "The requirement states that annual reporting with performance ratings can be provided in CPARS. Although AMS requires CPARS, many of our customers do not complete them. Would the FAA consider accepting Past Performance Questionnaires (PPQ) instead?"

FAA RESPONSE: If your company has performed contracts requiring CPARS reporting and needs CPARS submissions completed to be eligible for award, there is likely still time to have this completed before proposals are evaluated if you contact your respective Contracting Officer to address this. At this time PPQs are not anticipated to be acceptable substitute in lieu of discoverable CPARS reports.  

QUESTION 5: "If my company has fewer than 3 examples that meet all criteria, can I submit  past performance examples possessed by my intended teaming partners?"

FAA RESPONSE: This is yet to be determined; however, the FAA's notes this consideration to ensure this question is clearly answered in the forthcoming solicitation package and the solicitations Section L (Instructions to Offerors). It is recommended that companies intending to use teaming partners familiarize themselves with AMS 3.2.2.7-8 Disclosure of Team Arrangements (April 2008). The FAA currently intends to require disclosure of teaming arrangements in offers.

The FAA thanks all industry members who have provided feedback on this announcement so far. The information was very helpful.

The purpose of this update is to provide an estimated magnitude of the scope, provide draft past performance minimum requirements, and to state the FAA’s intent to determine the nature of forthcoming competition. 

An estimated total number of personnel of various labor categories, their respective organizations, and geographic locations are as follows:

AAQ-200 (DC): 9 Full Time Equivalent (FTE)

AAQ-300 (DC): 5 FTE

AAQ-400 (DC): 1 FTE

AAQ-500 (DFW): 3 FTE

AAQ-500 (SEA): 6 FTE

The information provided above should be viewed as estimates only and is subject to change. A more detailed breakdown of labor categories, quantities, and locations will be provided when pricing information is solicited.

The point of contact (POC) for this announcement is seeking to confirm who, if any, interested vendors possesses past performance can meet the following criteria:

1. Possess at least three (3) examples of past performance, similar in scope (acquisition support services).
2. Each example is completed or was ongoing within the last seven (7) years.
3. Each example is valued at $10 million or higher.
4. Annual reporting with performance ratings for each example can be found in CPARS.

The nature of the competition has not yet been determined. Any solicitation resulting from this announcement may be open and unrestricted or set aside for small businesses, SBA 8(a) program participants, Woman-Owned Small Businesses (WOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), or HUBZone concerns. Responses to this update will assist the FAA in determining whether a set-aside is appropriate for the forthcoming solicitation.

This is not a solicitation for specific past performance data. Please do not attempt to submit specific past performance data in response to this announcement. It will not be evaluated at this time if received.

Update 02

Released: 7/1/2026

The FAA is considering a competitive award strategy focusing on base contract year pricing, with past performance potentially prioritized over the lowest price. Currently, past performance is contemplated to be slightly more important than price.

The FAA is considering the incorporation of terms for annual adjustments based on the 'Total Increase' amount in the header of the General Schedule (GS) salary tables, relevant to geographic location. These salary tables are publicly accessible at the following website:

This acquisition strategy is not yet finalized and subject to change. The FAA seeks a contract solution that is fair and reasonable, and mitigates future economic risks for both parties throughout the life of the contract.

The purpose of this announcement is to update interested vendors regarding the previous market survey number 6973GH-25-SS-00002 for planning purposes. This is not a screening information request or a request for proposals of any kind. The FAA is not seeking or accepting unsolicited proposals for this project at this time.

The requirement aims to provide support to AAQ with government acquisition document preparation and other administrative support services to facilitate the completion of the growing acquisition workload across the FAA. This contract does not permit contractor employees to perform inherently governmental duties, such as obligating appropriated funds or executing contractual agreements or modifications on behalf of the agency.

The objective of any resulting contract will be to support AAQ by providing qualified personnel for acquisition support services in the contract specialist, financial management, and contract administrator disciplines for a period to be determined (TBD). The required skill set will be substantially similar to that required for the civil service OPM 1102, 0500, and 0343 series, with tasks of competence and complexity similar to levels GS-5 through GS-14.

Attached is the FAA's latest draft Performance Work Statement (PWS) related to this announcement. This document is in draft format and subject to change.

The FAA is contemplating establishing a decentralized ordering contract with a 5-year ordering period. Individual AAQ organizations are expected to place their own orders under this contract at various times throughout the ordering period. It is currently anticipated that the contract types to be used will consist primarily of Firm Fixed Price (FFP) for all full-time equivalent contractor support personnel, along with a small capability (no more than 5% of the total contract value) for Labor Hours (LH) to support minor transitional or surge needs; however, this is still subject to change.

All information in this announcement is tentative and subject to change if and when a solicitation is released. The FAA currently anticipates releasing a solicitation sometime in late summer to mid-fall of 2026.

INDUSTRY FEEDBACK REQUESTED FROM THIS ANNOUNCEMENT

Currently, the FAA is not seeking formal responses to this announcement. However, the FAA welcomes any questions, comments, or concerns regarding the attached draft PWS and the contemplated acquisition strategy to achieve a fair and equal competitive award process.

Feedback should be submitted for the FAA’s consideration only. Additionally, submitted questions, or any changes to the FAA’s requirements resulting from questions, may be publicly posted. Therefore, the FAA requests that any such questions submitted be sanitized of company names or any other information that identifies the requester.

The FAA particularly welcomes feedback on pricing strategies that could incorporate allocable cost-of-living indexes for economic  adjustment within a primarily firm-fixed-price agreement, which can be identified at the time of award to reduce post-award administrative burdon. The FAA is especially interested in strategies that allow for adjustments to be calculated, rather than renegotiated, on an annual basis that can be applied to the various geographic work locations, both in-office and remote. 

The FAA will not pay for any information received or costs incurred in preparing a response to the market survey. Any costs associated with the submission of a response to this announcement are solely at the interested vendor's risk.
