INVESTIGATIVE INTERVIEWING TRAINING COURSE

The Federal Aviation Administration is soliciting a requirements contract for an Investigative Interviewing training course designed for Airworthiness Inspectors and Engineers. The program focuses on the P.E.A.C.E. Model (Plan and Preparation, Engage and Explain, Account, Clarification and Challenge, Closure and Evaluation) to provide employees with ethical, non-coercive, and outcome-based interviewing tools. This training supports critical functions including Aviation Safety Hotline, Whistleblower, and Suspected Unapproved Parts investigations, as well as various quality system audits and enforcement investigations. The contract structure consists of a base year running from November 1, 2026, to October 31, 2027, with four subsequent option years extending through October 31, 2031. The government estimates a requirement of five classes per year, with each class limited to a maximum of 20 students and lasting approximately 40 hours. Training must be delivered via instructor-led sessions at a U.S.-based brick-and-mortar facility. The selected contractor is responsible for providing all course materials, including syllabi and reference books, and issuing PDF certificates of completion to attendees. Award will be made to a single offeror based on the Lowest Priced Technically Acceptable (LPTA) process, evaluating the training syllabus, facilities, and proposed schedule. Proposals must be submitted electronically and include separate volumes for technical factors and pricing. The contractor must adhere to strict security protocols regarding the protection of non-public and controlled unclassified information, and the training content must comply with the Consolidated Appropriations Act, ensuring it remains professional and free from religious or offensive material.
