The Office of the City Controller in Los Angeles is seeking a qualified firm to provide professional consulting services focused on the oversight of active oil and gas wells within the city. The primary objective is to analyze safety risks associated with these drilling sites, particularly those located near residential neighborhoods, and to identify opportunities for improving compliance, safety protocols, and quality-of-life conditions. This initiative follows a 2018 report that recommended establishing a proactive safety inspection program and enhancing fire code inspections, especially as the city has moved to ban new drilling and phase out existing operations. Given the ongoing nature of oil and gas activities due to potential litigation and extended amortization periods, the city aims to develop strategic oversight recommendations to manage these activities effectively during this transitional period. The selected contractor must demonstrate expertise in active drill site safety, environmental compliance, and urban oil well safety issues. Experience in consulting on safety and regulatory compliance within urban environments is highly desirable. The contract, identified as "Active Oil and Gas Drill Site Oversight and Safety Assessment," was posted on April 1, 2024, with a response deadline of May 13, 2024. The project is managed by Nicole Osborn, and interested firms can find additional details through the provided link. Full Description

The Office of the City Controller is seeking to engage the services of a qualified firm (CONTRACTOR) to perform professional consulting services related to oversight of active oil & gas wells within the City of Los Angeles (CITY). This assessment will include analysis of key safety risks and explore whether there are opportunities for the City to improve its oversight of drilling sites, especially as it relates to compliance, safety, and quality-of-life issues. The Controller’s Office issued a report in 2018 that included recommendations to develop a comprehensive, proactive safety inspection program and improve existing fire code inspections. Of particular concern are wells/drilling sites that are located in/near densely populated residential neighborhoods. Since then, the City has taken steps to ban new drilling and phase out existing operations. Given the possibility of protracted litigation and lengthy amortization periods, it is likely that oil/gas drilling and extraction activities will continue in Los Angeles for the next several years. We are seeking strategic recommendations to guide the City’s oversight approach during this phase. The selected CONTRACTOR must possess knowledge and experience in the area of active drill site safety and compliance. Experience with consulting on environmental compliance and safety issues specific to active oil wells within an urban environment is highly desired.
