This solicitation, SPE1C1-21-R-0007, issued by the Defense Logistics Agency Troop Support, seeks vendors to provide ACU OCP Unisex Trouser Type I Class 2 under a total Small Business Set-Aside. The requirement includes two lots: one designated for Historically Underutilized Business Zone (HUBZone) firms and another for Small Business set-asides, with the government planning to award one indefinite delivery/indefinite quantity, firm fixed-price contract for each lot. The trousers must meet specific military specifications and patterns, with destinations in Pendergrass, Georgia, and Austin, Texas. The contract term includes one two-year base period plus one two-year option, with production lead times of 180 days initially and 150 days for subsequent orders. Evaluation of offers will be based on a Best Value Trade-off approach considering product demonstration, past performance, and price. All materials for production must be furnished by offerors, and inspection and acceptance will occur at the origin. The solicitation will be posted exclusively on the DLA Internet Bid Board System (DIBBS), with electronic submission required. Vendors are encouraged to register early due to potential processing times. Compliance with the Berry Amendment and related Defense Federal Acquisition Regulation Supplement (DFARS) clauses is mandatory, ensuring that textile items and materials originate in the United States or its territories unless exceptions apply. Offerors are directed to use designated web portals for obtaining specifications and patterns rather than contacting contracting personnel directly. Additionally, vendors are urged to monitor and validate their past performance data through the Department of Defense Supplier Performance Risk System (SPRS) to maintain accurate performance records essential for this acquisition.

Vendors must register at the website https://www.sprs.csd.disa.mil/ for access to view their past performance scores and negative delivery and quality records affecting the scores. The SPRS User's Manual provides information concerning vendor scoring, negative & positive performance data utilized to calculate vendor scores, and the process in which to challenge discrepant performance data. The SPRS site has a number of user manuals found at https://www.sprs.csd.disa.mil/reference.htm. DLA is just a member of SPRS, not the owner of the system, so if you have any access issues please contact the SPRS Customer Support Desk: Phone: 207-438-1690 or email: webptsmh@navy.mil
