This pre-solicitation notice, identified by solicitation number SPE1C1-20-R-0028, announces a forthcoming procurement for Army cold-weather headwear items, specifically ACU Sun Hats and NWU Boonie Caps in Types II and III patterns. These items must meet established military specifications and are designated for delivery to specific locations: ACU Sun Hats to Pendergrass, GA, and NWU Boonie Caps to Peckham, MI. The contract is planned as a firm fixed-price agreement with a total small business set-aside, covering a 12-month base period with four additional 12-month option terms. Estimated quantities range from a minimum of 14,200 to a maximum of 70,000 units per term, with the majority expected to be ACU Sun Hats, though orders may include any combination of the three authorized items. The contract will be awarded through a Best Value Trade Off source selection method, with inspection and acceptance occurring at the origin of shipment. All materials for production must be supplied by the contractor, adhering to regulatory requirements such as the Berry Amendment, which mandates that clothing and textile-related items must be sourced domestically unless exceptions apply. Vendors are encouraged to register and retrieve specifications and patterns through the DLA Troop Support web portal and to maintain up-to-date performance data in the DoD Supplier Performance Risk System (SPRS). The solicitation and related documents will be posted on the DLA Internet Bid Board System (DIBBS), and interested parties are advised to direct technical questions to specified emails rather than contract specialists. The contract supports compliance with statutory restrictions and emphasizes performance validation to ensure quality and timely delivery.
