AI Contract Overview
The U.S. Marine Corps, through the Program Executive Officer Land Systems and Program Management, Advanced Amphibious Assault, intends to award a sole source contract to Palfinger USA, LLC for the procurement of 36 Model #PSC 14209 Service Cranes to support the Amphibious Combat Vehicle Recovery (ACV-R) Mission Role Variant. This acquisition is justified under 10 U.S.C. 3204(a)(1) and FAR 6.103-1(b) due to the lack of alternative vendors capable of delivering a commercial item that meets stringent operational requirements, including the ability to lift at least 6,400 pounds to a height exceeding 16 feet with a lateral reach of 12.5 feet from the vehicle’s side without outriggers, all while operating reliably in maritime environments without modification. The cranes must be fully integrated with the ACV-R platform’s BAE hydraulic system and capable of remote operation from either side, with no additional development or modification needed to meet the fiscal year 2026–2027 production timeline. The effort is directly tied to sustaining the full-rate production of the ACV Family of Vehicles, with delivery scheduled between the third quarter of 2026 and the third quarter of 2027. Although the contract value is not disclosed, the procurement is non-competitive and stems from a prior contract M67854-16-C-0006 that established the ACV platform. Potential respondents were invited to submit capability statements by June 2, 2026, but the government has already designated Palfinger USA as the sole source, making this notice primarily informational. All submissions become government property, and no reimbursement is provided for costs incurred in response. The acquisition falls under NAICS code 336992, and the place of performance is Quantico, Virginia, with inquiries directed to designated contracting personnel. No formal contract clauses, inspection standards, packaging specifications, or detailed evaluation factors are established at this stage, as the document serves to inform the public of an upcoming sole source award under statutory authority.

Full Description
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Program Executive Officer Land Systems (PEO LS), Marine Corps, Quantico, VA 22134 intends to enter into sole source negotiations and subsequently award a contract to Palfinger USA, LLC, 4151 W State Route 18, Tiffin, OH 44883 USA (Government Entity Code: 0LQ89). This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.103-1(b), as award to any other source would result in substantial duplication of cost to the Government not expected to be recovered through competition and unacceptable delays in fulfilling agency requirements.
The Program Management, Advanced Amphibious Assault (PM AAA) is planning for the procurement of equipment to support the Amphibious Combat Vehicle Recovery (ACV-R) Mission Role Variant (MRV) for the ACV Family of Vehicles (FoV). This effort will include the procurement of 36 Model #PSC 14209 Service Cranes.

PM AAA identified the only vendor capable of providing the 36 Model #PSC 14209 Service Cranes as a commercial item that meets the Government's strict operational requirements. The required commercial crane must be capable of lifting no less than 6,400 pounds to a height of over 16 feet while positioned 12.5 feet from the vehicle’s side without the use of a stabilizing outrigger. Furthermore, the commercial item must meet specific technical specifications required for the platform suitable for maritime environments. This effort is for the procurement of the commercial cranes themselves. The cranes must be immediately capable of performing with no additional modification or development needed to meet the Government’s timeline for Fiscal year 27/28. To meet the Marine Corps’ Approved Acquisition Objective, PM AAA requires these commercially available cranes to support the associated production quantities of the ACV-R.
