The Department of Defense, through the Program Executive Officer Land Systems at Marine Corps Base Quantico, plans to award a sole source contract to Palfinger USA, LLC for the procurement of 36 Model #PSC 14209 Service Cranes to support the Amphibious Combat Vehicle Recovery (ACV-R) Mission Role Variant. This sole source acquisition is justified under statutory authority due to Palfinger being the only vendor capable of supplying these commercial cranes that meet the Government’s stringent operational and technical requirements. The cranes must lift at least 6,400 pounds to a height exceeding 16 feet from a position 12.5 feet from the vehicle’s side without stabilization outriggers and must be suitable for maritime operating conditions. Immediate readiness without further modification is essential to align with the Fiscal Year 27/28 production schedule. This procurement supports the broader ACV Family of Vehicles program, which includes the full-rate production of multiple mission variants and is governed under contract M67854-16-C-0006. The cranes are critical to achieving the Marine Corps’ approved acquisition objective for the ACV-R variant. While this notice is not a request for competitive proposals and serves informational purposes only, interested parties may submit capability statements within seven calendar days from the synopsis publication to express interest. The responses will be considered at the Government’s discretion; however, no commitment or reimbursement for submission-related costs is guaranteed. Communication is to be directed exclusively via email to designated points of contact at the Marine Corps, with all submissions becoming Government property. The procurement falls within NAICS code 336992, covering military armored vehicle and component manufacturing.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Program Executive Officer Land Systems (PEO LS), Marine Corps, Quantico, VA 22134 intends to enter into sole source negotiations and subsequently award a contract to Palfinger USA, LLC, 4151 W State Route 18, Tiffin, OH 44883 USA (Government Entity Code: 0LQ89). The Program Management, Advanced Amphibious Assault (PM AAA) is planning for the procurement of equipment to support the Amphibious Combat Vehicle Recovery (ACV-R) Mission Role Variant (MRV) for the ACV Family of Vehicles (FoV). PM AAA  identified the only vendor capable of providing the 36 Model #PSC 14209 Service Cranes as a commercial item that meets the Government's strict operational requirements. The required commercial crane must be capable of lifting no less than 6,400 pounds to a height of over 16 feet while positioned 12.5 feet from the vehicle’s side without the use of a stabilizing outrigger. Furthermore, the commercial item must meet specific technical specifications required for the platform suitable for maritime environments. This effort is for the procurement of the commercial cranes themselves.  The cranes must be immediately capable of performing with no additional modification or development needed to meet the Government’s timeline for Fiscal year 27/28.  To meet the Marine Corps’ Approved Acquisition Objective, PM AAA requires these commercially available cranes to support the associated production quantities of the ACV-R.
