Ada County Landfill Pre-Approved List for Professional Engineering and Environmental Consulting Services

Ada County is soliciting statements of qualifications under RFQ 27005 to establish a pre-approved list of two to six professional engineering and environmental consulting firms specializing in solid waste landfills. Pursuant to Idaho Code 67-2320, the selected firms will be eligible for project-based assignments involving analysis, reporting, design, and bid evaluation services. The County intends to maintain this list until the end of its fiscal year on September 30, 2031, with individual master contracts extending through September 30, 2028, or until the final completion of outstanding projects. The selection process is qualifications-based, utilizing a scoring system of up to 100 points, with the potential for an additional 50 points if the County requests presentations from top respondents. Awarded firms must comply with Idaho state laws, including certifications against the boycott of Israel for contracts over 100,000 dollars and certifications regarding ownership by the government of China. Contractual requirements include maintaining insurance, providing performance and payment bonds at 100 percent of the contract value, and adhering to a 30-day payment cycle for invoices. All project records must be maintained for five years following final completion.
