ADA Sidewalk for Playground, Lake Anita, Cass County

The Iowa Department of Natural Resources is soliciting bids for the construction of an ADA-compliant Portland Cement Concrete (PCC) sidewalk connecting to the park playground at Lake Anita State Park in Cass County, Iowa. The project requires the installation of 48 square yards of reinforced PCC sidewalk, 16 square feet of detectable warning surfaces, one parking stop, a construction survey, ADA-compliant signage, erosion control measures, and full site restoration, all in accordance with the 2010 ADA Standards for Accessible Design, IDOT Standard Specifications for Highway and Bridge Construction (Series 2023), MUTCD, and ADAAG guidelines. Work must adhere to strict slope requirements: no more than 2% cross slope and 5% running slope on sidewalks and 2% slope in any direction on parking areas. Bids must be submitted electronically by 3:00 PM on May 28, 2026, to constructionbids@dnr.iowa.gov with the project name, contract number, and bid letting date included in the subject line; paper submissions are not permitted. The contract will be awarded on a lowest price technically acceptable basis to a responsive and responsible bidder, with unit pricing governing final payment based on measured quantities. The contractor must obtain all necessary permits, comply with federal and state laws including OSHA, EEO, and Iowa Code Chapter 423, and provide a performance bond equal to 100% of the contract amount along with public liability insurance coverage of $250,000 per person and $500,000 per occurrence. Work is restricted from noon Friday to sunrise Monday and cannot begin before September 8, 2026. The contractor is responsible for erosion control, utility avoidance, and removal of all materials and debris upon completion. A one-year warranty covers workmanship and materials, and all records are subject to Iowa’s Open Records Law and must be retained per state retention schedules. The Department Representative is Zach Gunsolley, and the Procurement Contracting Officer is Darin Galbraith. The contract is structured as a firm fixed price with no allowance for overrun payments or additional compensation for unforeseen conditions, and final acceptance will occur on-site after inspection by the Department.
