The Department of the Air Force, through the Air Force Research Laboratory (AFRL) Information Directorate at the Rome Research Site, has issued a Broad Agency Announcement (BAA FA8750-23-S-7008) titled "Adaptive Fusion, Analysis & Reasoning of Multi-Source Data (AFAR)" to solicit innovative research and development proposals that enhance analytical capabilities in support of Command, Control, Communications, Computers and Intelligence (C4I), and Cyber Science missions. The BAA focuses on developing advanced technologies for fusion, analysis, and reasoning of multi-source data across multiple research areas, including Adaptive Knowledge and Information for Target Analysis (AKITA), Enhancing Moving Target Engagement at Scale (EMoTES), Publicly Available Information Ensemble Fusion (PEF), and additional focus areas introduced via amendments. The solicitation is open and remains active until August 29, 2028, utilizing a two-step process where initial white papers are reviewed to decide invitation eligibility for formal proposals. Funding for this BAA has been incrementally increased through a series of amendments, currently capping at approximately $99.9 million for multiple awards. Individual awards typically range from $500,000 to $3 million with durations seldom exceeding 36 months; however, awards may be larger contingent on available ceiling funding. The contracting instruments may include FAR-based procurement contracts, CFR-based grants and cooperative agreements, and Other Transactions (OT) for prototype development under applicable U.S. Code authorities, allowing flexibility depending on proposal nature. Technical questions and white paper submissions are directed primarily to John Spina, AFRL/RIEA, with contracting inquiries routed to Amber Buckley. Offerors must adhere to detailed submission guidelines, including strict formatting, cybersecurity compliance (notably NIST SP 800-171), and proprietary information protections, and must be prepared to satisfy security clearance and Science and Technology protection requirements. Evaluation factors will emphasize technical merit, risk assessment—including security risks—and compliance with proposal preparation instructions. Multiple amendments have refined focus areas, funding levels, submission procedures, and compliance provisions, including updated language on supply chain security (FASCSA), indirect cost caps for academic institutions, and organizational conflict of interest policies, ensuring alignment with evolving defense acquisition regulations and AFRL priorities. The place of performance is Rome, New York, reflecting AFRL’s research infrastructure supporting this critical defense technology effort.
