The Texas Animal Health Commission is soliciting bids under solicitation number 554-27-003 for the procurement of low frequency RFID stick readers for livestock applications. The required equipment must include the RFID stick reader, a rugged padded case, a USB data transfer cable, and a charging cable with an adapter, with the capability to display multiple types of data simultaneously. This is an Invitation for Bids (IFB) process, typically awarding to the lowest responsive and responsible bidder. Bids must be submitted in a sealed envelope to the Purchasing Department in Austin, Texas, by 2:00 p.m. Central Time on December 3, 2026. Electronic or facsimile submissions will be rejected, and failure to properly label the envelope or complete the Information and Certifications Form will result in disqualification. The contract is governed by the laws of the State of Texas and the Texas Government Code. Award is expected in December 2026, with payments processed within 30 days of satisfactory delivery in accordance with the Texas Prompt Payment Act. Vendors must certify compliance with various state and federal regulations, including HUB status, antitrust laws, and cybersecurity training requirements. The Texas Animal Health Commission maintains the authority to monitor performance through document reviews and on-site audits, providing a ten-day window for corrective action if non-compliance is identified. Full Description

An adaptive optics system which shall include: (1) a wavefront sensor, (2) a deformable mirror, and (3) command software. The wavefront sensor measures the distortions in the optical beam, and the command software instructs the deformable mirror how to correct for those errors. Wavefront Sensor Specification The wavefront sensor measures the aberrations in the laser beam. It shall have 32 x 40 sub-pupils. The wavefront sensor shall offer measurement error < ?/85 rms on large phase modulations (including focus and tilt). Deformable Mirror Specification The deformable mirror corrects the distortions in the laser beam. The deformable mirror shall have an aperture of at least 95 mm diameter. It shall have 52 actuators. The deformable mirror shall achieve <20 nm rms optical quality for active flat and aberrations up to 5th order, for example spherical aberration. In case of a power failure, the deformable mirror shall keep its shape. In case of laser-induced damage, the deformable mirror shall be repairable on site with a down time of no more than 72 hours. Command Software Specification The command software uses the measurement of the wavefront sensor to set the surface of the deformable mirror. In combination with the wavefront sensor and deformable mirror, the software shall be able to make corrections to 49 and 75 mm diameter optical beams. SALIENT QUALIFICATIONS WHICH MUST BE MET: 1) The Defomrable Mirror must maintain its shape if a power loss occurs. 2) A qualified on-site repair technician must be available to meet a maximum downtime requirement of 72 hours. PLEASE NOTE THIS IS A SOURCES SOUGHT POSTING ONLY, WE ARE NOT SEEKING PROPOSALS. ANY PROPOSAL(S) SUBMITTED AS A RESULT OF THIS POSTING SHALL BE DISQUALIFIED.
