ADBS District Operations At Twin Peaks Center

The Poway Unified School District is soliciting proposals for a Design-Build Entity to manage the planning, design, and construction of the District Operations at Twin Peaks Center in Poway, California. This project, utilizing the Alternative Design-Build delivery method pursuant to California Education Code, has an estimated construction budget of 25 million dollars. The primary objective is to create an integrated Operations Center campus by replacing temporary facilities with permanent buildings for maintenance, warehouse, fueling, and support services. A critical component of the scope is the relocation of the Nutrition Services Department from a leased facility to the center, with a mandatory completion and occupancy deadline of June 2028. The project also includes site improvements such as campus circulation, utility infrastructure, and support for future electric fleet infrastructure, all while ensuring the Twin Peaks Center remains fully operational. Proposals are evaluated based on a best-value determination, with a significant emphasis on a 100-point interview focusing on team collaboration and leadership. Other weighted factors include phasing and operational continuity, project understanding of critical challenges, the approach to the design-build partnership, and cost and schedule control.
