This is a Sources Sought announcement only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation because there is no bid package or solicitation available. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
The intent of this synopsis is to identify potential sources that are capable of performing construction that adds eleven new fuel hydrant outlets and associated 14" stainless steel hydrant loop piping to the south side of the Center Ramp in accordance with the latest military standards (UFC 3-460-01 Petroleum Fuel Facilities, DoD Standard Design AW 078-24-28 Pressurized Hydrant Fueling System, Type III). The new lines will tie into the existing hydrant piping north of Taxilane C. The existing return piping will be abandoned in place. The project work scope will include fuel piping, grounding, new Emergency Fuel Shutoff stations, cathodic protection systems, demolition of concrete pavement, repair of pavement, and all other necessary support. Site preparation consists of simple excavation and pavement demolition / replacement for new underground utilities and fueling pits. Environmental mitigation includes archaeological monitoring and contaminated soil management. Construction will occur on an active airfield.
The magnitude of construction for this project is anticipated to be between $100,000,000 and $250,000,000.
The Government will evaluate responses based upon small business program representation, experience, and bonding capacity. Interested sources having the capability to perform this work are invited to submit the attached Questionnaire (Attachment 1) and the Experience Questionnaire (Attachment 2). Your submission is limited to a total of ten (10) single-sided pages, 8.5” x 11” (210 x 297 mm), and 10-point font or larger.
Submit Attachments 1 and 2 by electronic mail to jacqueline.y.sivongxay.civ@us.navy.mil and jessica.w.lung.civ@us.navy.mil no later than September 23, 2026 at 2:00 PM HST. Complete information must be submitted as the Government will not seek clarification of information provided.
NAVFAC Pacific will use the responses to this Sources Sought notice to make the appropriate acquisition decision for the planned procurement. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list. After review of the responses to this notice, a pre-solicitation announcement may be published on the SAM.gov website should the Government intend to proceed with this procurement.
This Sources Sought notice is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. Since this is a Sources Sought announcement only, evaluation letters will be not be issued to any respondent. The Government will not provide a debriefing on the results of this notice.
