This contract pertains to the statewide coastal engineering continuing services for the Florida Department of Environmental Protection (DEP), with a response deadline of July 9, 2025. Respondents are required to acknowledge receipt of an addendum by signing and submitting it along with their proposal to the designated Contracts Specialist. The scope of services includes, but is not limited to, seven key coastal engineering capabilities outlined in the solicitation, with the possibility of additional services such as park development or improvement, as indicated in the scope of work. The contract size ranges from five to fifteen million dollars, and firms are encouraged to submit comprehensive proposals within the provided timeframe, which already includes an extension beyond the standard response period despite a holiday on July 4. The solicitation clarifies that if a respondent is already engaged under a previous contract (RFSOQBDC02-15/16) set to expire in July 2026, the new contract may replace the existing one if awarded. The document emphasizes that the existing contract remains in effect unless replaced by the new agreement. Key contact information is provided for inquiries, and the solicitation is posted on the Florida Marketplace for vendors to access further details. Overall, the RFSOQ aims to select qualified firms capable of providing specialized coastal engineering services across Florida, with clear instructions for submission and acknowledgment of the addendum.

June 10, 2025 NOTICE TO APPLICANTS ADDENDUM NO. ONE (1) STATEWIDE COASTAL ENGINEERING CONTINUING SERVICESDEP SOLICITATION NO. RFSOQBDC01-24/25 TO RESPONDENTS AND PLAN HOLDERS OF THE ABOVE REFERENCED RFSOQ: PLEASE NOTE CONTENTS HEREIN AND INCLUDE, SIGNED, WITH YOUR RFSOQ SUBMISSION. NOTICE________________________________________________________________________It will be required that this addendum be signed in acknowledgment of receipt and that it be included with your proposal when same is submitted to Laurinda Micheels, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida, 32399-3000. Failure to do so may be grounds for rejection of the solicitation. __________________________________________Signature of Contractor and Date The following statements supersede & supplement the corresponding items: 1. Question: Considering that there is a national holiday on Friday, July 4, would the state grant a time extension to July 16, 2025 to allow for a more complete and thorough response?Answer: No. With the deadline being July 9, firms have 38 days in which to respond. The average number is a minimum of 30 days; therefore, respondents are already receiving an extension. 2. Question: On page 11 and 12, there are seven (7) criteria that will be evaluated, all focused on coastal engineering capabilities. This closely reflects the bulleted scope of services in Attachment C. In Attachment C (overview) first sentence, there is a request for “continuing services for park development/improvement.” Are we to propose and provide a team to assist with park development or is the State only interested in the seven (7) bulleted items listed in Attachment C?Answer: As stated on page 1 of Attachment C, the “services may include, but are not limited to,” the 7 bulleted items. 3. Question: In 2015, the FDEP BDC issued DEP Solicitation No. RFSOQBDC02-15/16 for statewide professional coastal engineering services. The contract is not expected to expire until July 2026. Is it the State’s intention to have two contracts running simultaneously with similar scopes?Answer: In the event an existing Company under RFSOQBDC02-15/16 is awarded under the new RFSOQBDC01-24/25, the existing contract may be dissolved and replaced with the new contract under RFSOQBDC01-24/25. In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
