This contract pertains to the Quayside Dock Shoreline Stabilization project overseen by the Florida Department of Environmental Protection's Office of Resilience & Coastal Protection in the Southeast Region, with a solicitation number of ITB-14296. The project involves the construction and stabilization of shoreline docks, including fixed and floating dock components, gangways, transition plates, and associated safety features. The addendum issued on November 7, 2025, provides critical clarifications to bidders, emphasizing the need for detailed shop drawings for the gangway and floating dock, as well as addressing concerns related to structural stability, safety, and ADA compliance. Notably, it specifies that the gangway must maintain continuous handrails within the level area, requiring adjustments to width and connection details, which must be approved through submittals. The floating dock must also accommodate unbalanced loads transferred by the gangway, with provisions for potential compensation floats to prevent tilting or overstress. Additionally, the transition plate and landing areas must meet code and safety standards, ensuring adequate width and guardrails for safe, ADA-compliant access. Bidders are instructed to include signed acknowledgment of this addendum with their submissions, and all other contract documents remain in effect. The project budget ranges from $500,000 to $2 million, with a response deadline of November 18, 2025, and primary contact information provided for project coordination.

November 7, 2025 NOTICE TO APPLICANTSADDENDUM NO. TWO (2) DEP- Office of Resilience & Coastal Protection - SE Region – Quayside Dock Shoreline StabilizationDEP BID NO. BDC07-25/26 TO BIDDERS AND PLAN HOLDERS ON THE ABOVE REFERENCED PROJECT: PLEASE NOTE CONTENTS HEREIN AND INCLUDE, SIGNED, WITH YOUR BID SUBMISSION. NOTICE It will be required that this addendum be signed in acknowledgment of receipt and that it be included with your Bid when same is submitted to Alisha Sadler, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida, 32399-3000. Failure to do so may be grounds for rejection of the Bid. _______________________________________Signature of Contractor and Date The following statements supersede & supplement the corresponding items in the specifications & drawings: Question: Fixed Dock and Gangway ConnectionNo section detail is provided for the joint between the fixed dock and the gangway.By code, an inclined gangway must maintain continuous handrails within the level area, which requires the gangway to be narrower—allowing at least 6 in per side (1 ft total) for clearance between railings to avoid collision or hand entrapment.👉 Please clarify how the handrail connection will be handled and whether the width of either element will be adjusted to provide the required 1 ft difference. Answer: Gangway is a submittal item in the project plans. Contractor to submit shop drawings for approval Question: Floating Dock StabilityThe gangway transfers approximately 650–800 lb to the floating dock. Because this load is offset about 1 ft from the edge, it will create a torsional moment that tends to tilt the float and overstress the pile guides.👉 Please clarify how this unbalanced loading condition will be prevented, and whether the gangway landing will be centered on the float.Answer: Floating dock and gangway are submittal items in the project plans. If a compensation float is required for the gangway or floating dock submitted by the Contractor, item is to be included in the submittal. Question: Transition Plate and Access AreaA transition plate (typically 4–5 ft long) is required and must include guardrails. With only a 5 ft wide float and an off-center gangway, the remaining flat walk surface is less than 1 ft wide, which is not code-compliant nor safe.👉 Please clarify the intended transition-plate length and landing configuration ensuring safe, ADA-compliant access.Answer: Floating dock and gangway are submittal items in the project plans. If a compensation float is required for the gangway or floating dock submitted by the Contractor, item is to be included in the submittal. In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
