This contract pertains to the South Boat Ramp Replacement at John Pennekamp Coral Reef State Park, managed by the Florida Department of Environmental Protection. The project involves replacing the existing boat ramp, with specific attention to the design and construction details, including concrete sheet pile panels, geotechnical considerations, and the scope of work for the ramp and associated structures. Bidders are required to acknowledge an addendum, which clarifies several technical and procedural questions, such as the responsibilities related to the Tedder boat ramp, slope profiles, and shop drawings, emphasizing that the final design will be based on shop drawings prepared by Tedder and approved by the project team. The contract specifies that the contractor must handle permitting fees, and there is no requirement for a builder’s risk policy or installation floater. Additionally, the scope includes work on both the south and north boat ramps and a bulkhead, with detailed plans available in the public files. Payment procedures and potential delays, such as impacts from Queen Conch, are also addressed, with provisions for change orders. The project is set within a budget range of $500,000 to $1,500,000, with a response deadline of July 18, 2024. The primary contact for the project is Logan Lee-Marple, and further bid details can be accessed via the provided online link.

July 12, 2024 NOTICE TO APPLICANTSADDENDUM NO. FIVE (5) John Pennekamp Coral Reef State Park – South Boat Ramp ReplacementDEP BID NO. BDC40-23/24 TO BIDDERS AND PLAN HOLDERS ON THE ABOVE REFERENCED PROJECT: PLEASE NOTE CONTENTS HEREIN AND INCLUDE, SIGNED, WITH YOUR BID SUBMISSION. NOTICE It will be required that this addendum be signed in acknowledgment of receipt and that it be included with your Bid when same is submitted to Logan Lee-Marple, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida, 32399-3000. Failure to do so may be grounds for rejection of the Bid. _______________________________________Signature of Contractor and Date The following statements supersede & supplement the corresponding items in the specifications & drawings: 1. Question: If possible, please provide details for concrete sheet pile panels. Dimensions and reinforcement details. Answer: Reference plans in public files folder. 2. Question: Please provide geotechnical report if possible. Answer: Reference plans in public files folder. 3. Question: Please confirm not rock/hard strata with high N values excavation and drilling for the piles is expected. Answer: Reference plans in public files folder. 4. Question: Sheet CM-3.1 shows boat ramp by Tedder. We have received the quote from Tedder only on first bottom 60 linear feet and approximately 1500 sq and he will leave tie in dowels for general contractor to proceed above high mean water.. Tedder told us that we as general contractor responsible to pour the rest of the boat ramp slab as cast in place. They refused to give us a full price for the whole ramp of 3500 square feet. Please confirm if this is acceptable? Also due to limitations to access copyright drawing of Tedder boat ramp how general contractor suppose to know what mix design, base , reinforcement to be used to pour the rest of the ramp. Is it ok only bottom 60 linear feet will be pre-stressed but the rest will be regular cas in place and not prestressed? Please advise and or provide drawing for Tedder boat ramp. Answer: We understood the boat ramp design would be a final product from Tedder with them preparing specialty engineering shop drawings as needed for construction. With that being said, the contractor would be responsible to hire Tedder and get final shop drawings made for team approval prior to constructing the boat ramp. I’m not sure the history of why Tedder was spec’d out from the beginning but in my early contact with the representative there, they were very hesitant to provide information without being under contract. With that being said, I think the bidders need to make it clear to Tedder that they would be hired as a “design-build” with the potential marine GC. 5. Question: Tedder boat ramp representative advised that slopes shown for the ramp are not achievable? Please advise. Answer: If Tedder has a different slope / ramp profile in mind that can be reviewed after they provide formal shop drawings for project team review. 6. Question: Will a builder’s risk policy be required? If so, please provide value, limits, etc. Answer: No, builder’s risk will not be required for this project. 7. Question: Will an installation floater be acceptable in lieu of a builder’s risk policy. Answer: No, and installation floater will not be required for this project. 8. Question: Will the contractor be required to pay the County Building Department fees? Answer: Yes 9. Question: How will the contractor get paid if a queen conch moves into the project and stays for a week or two? Answer: A CO for impacts of delays associated with Queen Conch can be submitted for consideration by the Project Manager. 10. Question: Please clarify/identify the project footprint. Answer: Reference plans in public files folder. 11. Question: Please clarify the scope of work for this project. The description is for the south boat ramp replacement, yet there are documents in the bid package for the north boat ramp as well as the north bulkhead. Answer: Reference plans in public files folder. In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
