The contract involves the U.S. Army Combat Capabilities Development Command (CCDC) Chemical Biological Center, in collaboration with the Office of the Secretary of Defense and the Army Contracting Command at Rock Island, managing the Cornerstone Other Transaction Agreement (OTA) to strengthen the manufacturing defense industrial base and supply chain resiliency. The initiative focuses on advancing additive manufacturing technologies specifically for energetics—propulsion and explosive components—aiming to enhance range and lethality capabilities in alignment with Army Modernization Priorities. The competitive Cornerstone Initiative Request (CIR) will be issued exclusively to Cornerstone consortium members, with a likely period of performance spanning 60 months and potential for a subsequent production contract if prototypes prove successful. The solicitation, identified by number CS-20-1504, targets research and development under NAICS code 541330 and is coordinated by the Department of Defense’s Joint Munitions Command based in Rock Island, Illinois. Interested parties must be current members or initiate membership in the Cornerstone consortium to participate, as only these entities can submit proposals for review and award consideration. Communications regarding the CIR and inquiries are directed through designated email contacts, with the notice serving only as an advance planning advisory rather than a binding solicitation or commitment by the government. This effort seeks to expand the industrial base capabilities by integrating prototype additive manufacturing technologies for energetic materials, contributing toward achieving extended range and enhanced lethality objectives in future Army systems.

ACC-RI, on behalf of CCDC CBC and CCDC Armaments Center (AC) at Picatinny Arsenal, intends to issue a competitive Cornerstone Initiative Request (CIR) for the development of Additive Manufacturing for Energetics technologies, on or after 3 December 2019, with an estimated closing date of 14 calendar days after issuance. The CIR for Additive Manufacturing for Energetics is restricted to Cornerstone consortium members. The U.S. Army Futures Command (AFC) has developed Cross Functional Teams (CFTs) in six critical areas as part of the Army Modernization Priorities. Within the CFTs, there exists an emerging need to energetic technology development to provide extended range and lethality overmatch. In order to achieve these overarching objectives, CCDC AC has dedicated resources to the development of additive manufacturing technologies for energetic materials. The intent of the U.S. Army is to use and integrate the prototype additive manufacturing technologies for propulsion and explosive component level prototyping and demonstrations. The technical objectives and prototypes for materials and printers will support the expansion of the industrial base in order to enable additive manufacturing printed energetic solutions. Period of performance is estimated to be 60 months. If the prototype is successful, it is possible to award a follow-on production contract. The CIR for Additive Manufacturing for Energetics will be communicated to the Cornerstone consortium and companies with pending applications via email. Entities are required to have begun the Cornerstone consortium membership process to receive the CIR and for their submitted proposal to be reviewed for consideration.
