The government intends to award a sole source contract to the Alaska Department of Environmental Conservation (ADEC) for the cleanup and oversight of contaminated sites in Alaska. This action is based on a Memorandum of Agreement established in 2008 between the ADEC and the United States Coast Guard (USCG), wherein the USCG will reimburse ADEC for timely and reasonable oversight activities related to environmental management. The contract will be awarded without competitive proposals as ADEC is identified as the only responsible agency capable of meeting the government's requirements for regulatory oversight of contaminated sites in the state. The contract, titled "ADEC Cost Recovery/USCG Project Oversight for FY2014," falls under the NAICS code 562910 and is managed by the Department of Homeland Security’s LOG-9 office, with performance expected to occur in Alaska. Key contacts include a Contract Specialist and Contracting Officer within the USCG. This sole source procurement is justified under FAR 6.302-1, emphasizing the unique position of ADEC as the exclusive state regulatory entity for this scope of work, ensuring effective coordination and compliance with environmental protocols specific to Alaska.
