The Department of Financial Services, Office of Information Technology, is procuring annual maintenance and support services for Aderant Total Case Management Software through a single-source acquisition under Florida Statutes Chapter 120.57(3). The solicitation, numbered 2526-06 SS OIT-OGC, was posted on May 26, 2026, with a response deadline of May 29, 2026, at 9:00 a.m. ET, and is limited to Aderant North America, Inc. as the sole provider due to the proprietary nature of the software, which is uniquely configured for the Office of General Counsel’s operations and deeply integrated with Microsoft Word and Outlook. The contract value is fixed at $169,300.64 for one year of service, covering software updates, technical support, system compatibility assurance, and continued functionality of case tracking, document management, and attorney time tracking features. The place of performance is Florida, and the services are classified under NAICS code 81112200 and UNSPSC 81112200. No competitive evaluation factors, weighted criteria, or formal inspection standards are applicable due to the non-competitive nature of the award, and no contract clauses, representations, certifications, or special requirements such as security clearances, key personnel mandates, or option periods are documented. Payment and contractual inquiries are managed by Becky Hale of the Office of Purchasing and Contractual Services via email or phone, with the agency’s accounting code listed as 6a22aeda, though no payment office, remittance address, invoicing method, or COR/COTR designation is officially specified. The procurement is justified solely on vendor exclusivity and system integration constraints, with no other potential sources capable of supporting the customized software environment, and all procedural compliance is grounded in Florida administrative and statutory procurement rules.

Smart IT Tools Holder Pro Software
Solicitation # 2627-03 SS OIT
The Florida Department of Financial Services, Office of Information Technology, is pursuing an intended single source procurement from Smart IT Tools, LLC under solicitation 2627-03 SS OIT. The acquisition consists of a one-time purchase of the Holder Pro Software source code and a one-year subscription to the AI-powered National Association of Unclaimed Property Administrators (NAUPA) Eyeball Report Generator, with options to renew the subscription for up to three additional years. The total estimated value of the procurement is 239,996.00 dollars. This single source approach is justified by the proprietary nature of the software and its unique ability to integrate with the Unclaimed Property Management Information System while ensuring data integrity and security. The scope of work includes the delivery of a Holder Reporting Portal, featuring a shared code license of approximately 48,000 lines of code utilizing a React 18 and TypeScript frontend with a .NET 10 REST API backend. This portal is designed to manage the full holder reporting lifecycle, including registration, filing, payments, and penalties. Under the agreement, the Department will receive joint ownership of the configured codebase. Prospective vendors were invited to provide relevant information by September 22, 2026, to challenge the single source determination. Administration of the contract is managed by Becky Hale in Tallahassee, Florida.
