OPTION C: CANS ONLY. ADHESIVE DISK WITH ADHESIVE PROPERTIES OF AT
LEAST EQUAL STRENGTH OF THE CONTAINERS BEING BONDED WILL BE USED TO BOND
CONTAINERS TOGETHER CREATING A SINGULAR AND COMPLETE ENTITY (KIT).
OPTION D: CANS ONLY. HEAT-SHRINK WITH BONDING PROPERTIES THAT WOULD
KEEP THE CANS SECURE BEFORE ANY DAMAGE TO THE CANS WOULD OCCUR. BONDED
CONTAINERS TOGETHER CREATE A SINGULAR AND COMPLETE ENTITY (KIT).
Hazard Communication Standard Notice:
Effective June 1, 2015, Federal Standard No. 313-E, Material Safety Data, Transportation Data and Disposal Data for Hazardous Materials Furnished to Government Activities, establishes the requirement for preparation and submission of Safety Data Sheets (SDS) in lieu of Material Safety Data Sheets (MSDS) by suppliers who provide hazardous materials to government activities.
The Occupational Safety and Health Administration (OSHA) has modified its Hazard Communication Standard (HCS) to conform to the United Nations Globally Harmonized System of Classification and Labeling of Chemicals. As a result of this change, GSA revised Federal Standard No. 313-E requiring Safety Data Sheets for classifying chemicals and communicating the applicable information on labels.

SECTION B
In accordance with the revised standard after June 1, 2015:
1. Suppliers will be required to submit, to the contracting officer for review and approval prior to award, safety data sheets consistent with the requirements found at 29 C.F.R. 1910.1200 for hazardous materials delivered to the Government.
2. Suppliers will also be required to submit, to the contracting officer for review and approval prior to award, Hazardous Communication Standard (HCS) labels in accordance with 29 C.F.R. 1910.1200 requirements or current Consumer Product Safety Act (CPSA), Federal Hazardous Substance Act (FHSA) labels when subject to labeling requirements under those statutes. This product labeling is required for hazardous materials delivered to the Government.
3. Finally, suppliers must train their employees on the new safety data sheets, hazardous communication labels, and requirements of 29 C.F.R. 1910.1200.

EXCEPTION(S) TO TECHNICAL DOCUMENT
1. IN SECTION 4.4, TABLE III, VOLUME RESISTIVITY, ADD "OR ALTERNATE
METHOD" AFTER D 257 IN METHOD COLUMN. ADD 4.5.1 IN PARAGRAPH GIVING
FURTHER INFORMATION COLUMN ON SAME LINE AS D 257.
2. IN SECTION 4.4, ADD THE FOLLOWING:
4.5.1 VOLUME RESISTIVITY. THE RESISTIVITY MEASUREMENT SHALL BE
PERFORMED IN TRIPLICATE.

4.5.2 MOLD ASSEMBLY. THREE TEST SAMPLES SHALL BE PREPARED. A
CHANNEL 0.1 CH X 0.64 X 7.6 CM (0.050 X 0.25 X 3.0 INCH)
CHANNEL SHALL BE MADE USING THREE GLASS MICROSCOPE SLIDES.
THE MICROSCOPE SLIDES SHALL BE BONDED TOGETHER USING THE
CYANOACRYLATE ADHESIVE. AFTER THE SLIDES ARE BONDED
TOGETHER, THE TOP TWO SLIDES SHALL BE SCRIBED 0.3 CM (1/8
INCH) FROM EACH END.
4.5.3 WIRE PREPARATION. THE WIRES SHALL BE RINSED WITH ISOPROPYL
ALCOHOL CONFORMING TO TT-I-735, GRADE A, AND WIPED DRY

WITH A CLEAN, DRY CLOTH CONFORMING TO AMS 3819 TYPE 1 OR 2,
GRADE A, AND DRIED AT STANDARD CONDITIONS FOR ONE HOUR.
4.5.4 TEST SAMPLE ASSEMBLY. THE CHANNEL FORMED FROM THE THREE GLASS
MICROSCOPE SLIDE IS THEN COMPLETELY FILLED WITH THE MIXED
ADHESIVE. TWO COPPER OR GOLD-FILLED WIRES, TWO PER SPECIMEN,
ARE TO BE INSERTED INTO THE CENTER OF THE ADHESIVE-FILLED
CHANNEL, APPROXIMATELY 0.32 CM (1/8 INCH) ON EACH SIDE, ONE AT
EACH END. THE WIRE SHALL BE INSERTED SUCH THAT A MINIMUM OF
0.64 CM (1/4 INCH) IS EXTENDING OUT OF THE ADHESIVE AT THE
SCRIBED 0.32 CM (1/8 INCH) LINE. THE ADHESIVE IS THEN
LEVELED OFF THE ENDIRE LENGTH OF THE CHANNEL. THE ADHESIVE
SHALL COMPLETELY SURROUND THAT SECTION OF WIRE WHICH IS
INSIDE THE CHANNEL. THE CHANNEL SHALL THEN BE COVERED WITH
THE FOURTH GLASS SLIDE, AND THE ADHESIVE SHALL BE ALLOWED TO
CURE.
4.5.5 MULTIMETER ZEROING. AFTER CURING, CONDITION THE SPECIMEN,
MULTIMETER, AND TEST LEADS FOR 4 HOURS AS STATED IN ASTM D
3924. IF THE METER DOES NOT HAVE A BUTTON FOR ZEROING THE
METER FOR RESISTANCE MEASUREMENTS, CONNECT THE TEST LEAD
RECEPTACLES TOGETHER WITH THE COPPER OR GOLD-FILLED WIRE.
TURN THE METER ON , AND ADJUST THE METER SETTING SO THAT ONE
CAN READ 0.01 OHMS. AFTER FIVE SECONDS, ZERO THE METER.
REMOVE THE COPPER OR GOLD-FILLED WIRE FROM THE METER. CONNECT
THE TEST LEADS TO THE MULTIMETER, AND CONNECT THE ALLIGATOR
CLIPS TO EACH OTHER. AFTER FIVE SECONDS, RECORD THE
RESISTANCE OF THE TEST LEADS TO THE NEAREST 0.01 OHMS.
4.5.6 RESISTANCE MEASUREMENT. THE ALLIGATOR CLIPS ARE DISCONNECTED
FROM EACH OTHER, AND EACH IS CONNECTED TO A COPPER OR
GOLD-FILLED WIRE EMBEDDED IN THE TEST SPECIMEN. THE
RESISTANCE MEASUREMENT IS TAKEN AFTER BOTH TEST LEADS ARE
CONNECTED TO THE WIRES AND IN ACCORDANCE WITH METHOD 303 OF
MIL-STD-202. THE SAME PROCEDURE SHALL BE FOLLOWED ON EACH
TEST SPECIMEN TO INSURE THAT THE METER HAS NOT DRIFTED
BETWEEN SPECIMEN MEASUREMENTS. THE VOLUME RESISTIVITY IS
CALCULATED FROM THE FOLLOWING FORMULA: RV = (A-B) X C WHERE A =
RESISTANCE MEASURED IN OHMS WHEN THE TEST LEADS ARE CONNECTED
TO THE SAMPLE; B = RESISTANCE MEASURED IN OHMS WHEN THE TEST
LEADS ARE CONNECTED TO EACH OTHER; C = CROSS-SECTIONAL AREA
DIVIDED BY THE LENGTH, WHICH IS {(0.64 CM X 0.12
CM)/7.0 CM] = 0.011 CM. RV IS THE VOLUME
RESISTIVITY IN OHM-CM. CALCULATIONS SHALL BE CARRIED OUT TO
TWO SIGNIFICANT FIGURES. CHECK FOR COMPLIANCE WITH TABLE I.
4.5.7 RETEST. IF ONE OF THE TEST SPECIMENS DOES NOT MEET THE VOLUME
RESISTIVITY REQUIREMENT OF TABLE I, A FOURTH SPECIMEN SHALL
BE PREPARED AND RETESTED. IF THE FOURTH SPECIMEN DOES NOT
MEET THE REQUIREMENTS OF TABLE I, THE ADHESIVE SHALL BE
CONSIDERED AS FAILING THE VOLUME RESISTIVITY REQUIREMENT.
3. IN PARAGRAPH 5.1, PACKAGING, IN LINE 3, DELETE "THE KIT SHALL BE
DEFINED AS THE SUM OF THE VOLUMES", AND REPLACE WITH "THE KIT SHALL
BE DEFINED AS THE SUM OF THE NET WEIGHT BASIS."
KIT PACKAGING: SEPARATE BASE AND CURING AGENT MATERIALS SHALL BE LOADED
INTO RESEALABLE, SCREW-CAPPED, METAL OR PLASTIC TUBES.
THIS NSN HAS A SHELF-LIFE OF 12 MONTHS AND IS A TYPE II SHELF-LIFE
ITEM. PRODUCTS DELIVERED UNDER THIS CONTRACT SHALL BE MANUFACTURED TO
ENSURE THAT A MINIMUM OF 85% SHELF LIFE IS REMAINING AT TIME OF RECEIPT
BY THE FIRST GOVERNMENT ACTIVITY. SHELF LIFE MARKINGS SHALL BE IN
ACCORDANCE WITH THE LATEST REVISION OF MIL-STD-129, AND SHALL CLEARLY
INDICATE THE MANUFACT DATE AND THE INSPECTION/TEST DATE.
MIL-STD-129 LABELS ARE REQUIRED, MIL-STD-129 LABEL WILL INCLUDE THE
ADDITION OF LOT OR BATCH NUMBER.
