The New York State Education Department is seeking proposals from qualified organizations to manage the administration of written licensing examinations and related services for Land Surveying and Massage Therapy, as well as two computer-based case narrative exams for Psychoanalysis and Creative Arts Therapy. The contractor will be responsible for developing and maintaining the electronic infrastructure necessary for online registration, narrative submission, transmission to raters, and grading processes, all prior to the start of the contract term. The scope includes exam administration, scoring, and fee collection directly from candidates, with all associated costs borne by the contractor, as no funds will be provided by NYSED. Applicants must demonstrate sufficient insurance coverage and meet mandatory requirements outlined in the RFP, with the contract set to run from January 1, 2025, through December 31, 2029, covering all counties in New York State. Bidders are required to submit a comprehensive bid covering all four examinations, as partial bids are not permitted. The contract will be awarded to a single entity, with subcontracting limited to 30% of the total budget, primarily for non-employee services such as travel. The procurement emphasizes extensive experience in administering professional licensing exams, and the selected organization must be prepared to develop and implement an electronic system for case narrative assessments, with costs recouped through candidate fees. The RFP also specifies that there are no set-aside goals for MWBE or veteran-owned businesses, and the total project value is estimated to range between $58,000 and $468,000. The deadline for proposals is September 5, 2024, with questions due by August 1, 2024, and a subsequent Q&A summary posted by August 15, 2024.
