Related CEQA Exemption (District: 1) The Saturn Boulevard Pipe Extension project is a short-term emergency action to address the ongoing public health hazards caused by contaminated, turbulent flows at the Saturn Boulevard culvert crossing in the Tijuana River Valley. The current culverts at Saturn Boulevard convey water into the downstream river where turbulence causes significant foaming and release of malodourous gas (primarily hydrogen sulfide) into the air. The project will install two durable high-density polyethylene (HDPE) pipe extensions on existing culverts, discharging flows below the water surface downstream to reduce turbulence and aerosolization. Riprap will be placed for stability and best management practices to minimize environmental impacts. The County, serving as lead agency under a Memorandum of Agreement with the City of San Diego, has completed design, secured a Coastal Development Permit from the California Coastal Commission, and will obtain emergency permits from the U.S. Army Corps of Engineers, Regional Water Quality Control Board and the California Department of Fish and Wildlife in accordance with emergency project protocols. Upon installation of a permanent infrastructure solution in the future, these two pipe extensions, riprap, and all associated components will be removed.

Authorization to Advertise and Award of a Construction Manager at Risk Contract for Major Systems Renovation of the San Diego Central JailThe County of San Diego General Services is seeking a Construction Manager at Risk for the major systems renovation of the San Diego Central Jail located at 1173 Front Street, San Diego, California. The project focuses on modernizing critical infrastructure, including the replacement and upgrade of mechanical, electrical, and plumbing systems, as well as heating, ventilation, and air conditioning throughout the facility. The scope of work encompasses tenant improvements to housing units, administrative areas, kitchen, and laundry facilities, along with the modernization of dormitory rooms and office spaces. Additionally, the project includes the installation of new fire alarms, communications systems for radio, data, and phone, and integrated electronic security and control systems. This renovation is designed to improve existing facilities without expanding the overall footprint or capacity of the jail. Due to the nature of the work involving interior alterations and the replacement of utility systems, the project is categorically exempt from the California Environmental Quality Act under Sections 15301 and 15302. Project management is led by Marcus Lubich, and the initiative follows a Board of Supervisors approval granted on February 25, 2025, with formal documentation processed on September 11, 2026.
