Authorization to Advertise and Award of a Construction Manager at Risk Contract for Major Systems Renovation of the San Diego Central Jail

The County of San Diego General Services is seeking a Construction Manager at Risk for the major systems renovation of the San Diego Central Jail located at 1173 Front Street, San Diego, California. The project focuses on modernizing critical infrastructure, including the replacement and upgrade of mechanical, electrical, and plumbing systems, as well as heating, ventilation, and air conditioning throughout the facility. The scope of work encompasses tenant improvements to housing units, administrative areas, kitchen, and laundry facilities, along with the modernization of dormitory rooms and office spaces. Additionally, the project includes the installation of new fire alarms, communications systems for radio, data, and phone, and integrated electronic security and control systems. This renovation is designed to improve existing facilities without expanding the overall footprint or capacity of the jail. Due to the nature of the work involving interior alterations and the replacement of utility systems, the project is categorically exempt from the California Environmental Quality Act under Sections 15301 and 15302. Project management is led by Marcus Lubich, and the initiative follows a Board of Supervisors approval granted on February 25, 2025, with formal documentation processed on September 11, 2026.
