This initiative targets Veterans served by the Durham VA Medical Center and affiliated Community Based Outpatient Centers in Raleigh and Clayton, requiring the contractor to operate a facility located within the Durham community and within a 50-mile radius of the Durham VA Medical Center or a 25-mile radius of the Raleigh and Clayton CBOCs. The contractor must also ensure compliance with VA security standards and state and local safety codes as outlined in 38 CFR Section 17.53b, and must demonstrate direct site control without using subcontracting to circumvent this requirement. The estimated contract value is $19 million, classified under NAICS code 623220 for residential care facilities. Responses are being solicited as part of a market research effort with an intent to sole source, meaning the government is evaluating potential sources before deciding whether to proceed with a sole-source award. All respondents must identify their business size as small or large and specify any applicable socioeconomic classifications including 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), or other small business categories. Each submission must include a capabilities statement, a brief description of qualifications, and sufficient supporting evidence demonstrating the ability to comply with all requirements and be an approved facility. Proposals must be submitted in writing via email to Contracting Officer Byron Brown at Byron.Brown4@va.gov by 3:00 PM Eastern Time on May 15, 2026, with the subject line clearly marked as “Transitional Housing Services.” No telephone inquiries are permitted. Failure to maintain continuous operation of the transitional housing program may result in an unfavorable performance evaluation and potential contract termination. The contracting office has not yet defined delivery schedules, payment terms, evaluation factors, or detailed pricing structures, as this remains in the pre-solicitation phase and no formal contract clauses or attachments have been issued.

This facility aims to provide step-down, community-based stabilization and support for adults experiencing severe mental illness, substance use disorders, and co-occurring conditions who are transitioning from locked inpatient psychiatric units, emergency rooms, rehabilitation centers, and correctional facilities. The program emphasizes a holistic treatment approach geared toward wellness, recovery, and sustained community reintegration. Services will include clinical assessments, medication and psychiatric care, peer and family support, discharge planning, and linkage to ongoing care, all within a substance-free, trauma-informed environment. The contract will be governed by San Mateo County’s standard terms for agreements exceeding $200,000, including provisions for insurance coverage, indemnification, termination rights, and compliance with federal and state laws such as HIPAA, ADA, and Section 504 of the Rehabilitation Act. Contractors are required to comply with Community Care Licensing, Title 9 Specialty Mental Health Plan, and Medi-Cal standards, ensuring regulatory adherence and quality service delivery. The evaluation criteria prioritize firm and team qualifications, project approach, and budget proposals, with a best-value award approach rather than lowest-price technically acceptable. Special contract requirements include submission of staffing plans, licensure verification, insurance coverage minimums, and non-discrimination certifications. Confidentiality and privacy of health information are emphasized through HIPAA Business Associate requirements. Budget submissions must cover detailed personnel and operating costs over a proposed multi-year term, though the exact contract value is to be determined by proposer submissions. Full Description

BHRS provides a continuum of services for children, youth, families, adults and older adults for the prevention, early intervention and treatment of serious mental illness and/or substance use conditions. We are committed to supporting treatment of the whole person to achieve wellness and recovery, and promoting the physical and behavioral health of individuals, families, and communities we serve. Since the closing of Redwood House Crisis Residential in November of 2024, there has been a gap in BHRS services within San Mateo County as it pertains to step down placement options for those stepping down from our San Mateo Medical Center Psychiatric Emergency Room, San Mateo Medical Center Inpatient Psychiatric Unit, Mills Peninsula Psychiatric Emergency Department, Mills Health Center Psychiatric Inpatient Unit, other bay area hospitals, Mental Health Rehabilitation Centers (MHRCs), and Jails for clients requiring further stabilization as they re-enter the community. Currently, San Mateo County has been left with just thirteen (13) crisis respite beds through Serenity House, which is unable to accommodate those clients stepping down from locked inpatient settings. Because of this, San Mateo County needs a Crisis Residential program that is designed and staffed to treat individuals with severe mental illness, substance use disorders, and/or co-occurring diagnoses as they step down from more acute levels of care and/or are in need of further stabilization in the community.
