G004--New Transitional Housing Contract

The Department of Veterans Affairs, through the Network Contracting Office 6 (36C246) in Hampton, Virginia, is seeking qualified small businesses to provide transitional housing services under the G004 New Transitional Housing Contract, identified by solicitation number 36C24626Q0385. This effort is structured as a total small business set-aside under FAR 19.5, with an estimated contract value of $19 million, and is currently in the market research phase through a Sources Sought and Intent to Sole Source notice to determine industry interest and capability. The primary objective is to establish a facility located within the Durham community, within a 50-mile radius of the Durham VA Medical Center or a 25-mile radius of the Raleigh and Clayton VA Community Based Outpatient Centers, to deliver transitional housing and comprehensive support services to Veterans, including preparation of three balanced meals and daily snacks, provision of personal hygiene items, first aid supplies, and locked storage as needed. Contractors must demonstrate proven ability to operate an approved facility, provide a detailed capabilities statement, clearly define their business size and socioeconomic status—including eligibility as 8(a), HUBZone, SDVOSB, VOSB, or other small business—and submit written responses with supporting evidence to Byron Brown at Byron.Brown4@va.gov by May 15, 2026, with the subject line “Transitional Housing Services.” Subcontracting cannot be used to circumvent site control, and contractors must provide documentation proving direct control of the facility. Compliance with VA security standards and state and local safety codes under 38 CFR 17.53b is mandatory, and failure to maintain ongoing transitional housing services may result in an unfavorable performance evaluation and potential contract termination.
