Requirement: The contractor shall provide the expertise and management necessary to conduct officiating services for a adult sports.The contractor shall provide personnel, equipment, tools, materials, supervision, and other items and services necessary to perform sports officiating and scorekeeping as defined in the Performance Work Statement (PWS). The contractor shall perform to the standards of the contract.


Contract Type: This will be a requirements type Idefinate Delivery Indefinate Quantity contract with an ordering period of 5 years(Not an option year contract).


Evlauation Proccedures: The successful contractor will be selected using Tradeoff procedures, resulting in the best value to the Government. The Government reserves the right to award a contract to an offeror other than the one with the lowest price. Factors being utilized to evaluate offerors, in order of relative importance (1 being the most important and 3 being the least important) are: 


1. Technical Acceptability - Contractors Shall Submit Technical approach in accordance with PWS (DO NOT restate the PWS this is not acceptable), Technical approaches shall be evaluated by government subject matter experts to determine contractor understanding of the requirements set forth in the statement of work.


2. Past Performance - The Government will evaluate the offeror’s record of past performance to assess the level of confidence the Government has in the offeror’s ability to perform the requirements of the PWS. Evidence of poor performance, failure to meet schedules, or lack of quality control on previous efforts will be used to assess a lower Performance Confidence rating. Negative remarks in CPARS or other performance databases may result in a lower ranking relative to other offerors.Offerors with no past performance will not be penalized and will recieve a neutral rating.


3.Price - Contractors shall fully fill out attachment, price schedule, with their proposal and submit filled out copy along with filled out combo to solicitation POC's.


Questions: Questions are due no later than July 5, 2026 at 11:00 PM AST. The Government is not obligated to answer any questions submitted after the deadline.


Proposal Submissions: Proposals shall be submitted via email to the following addresses: rex.edades@us.af.mil or william.johnson.119@us.af.mil no later than July 12, 2026 at 11:00 PM AST in order to be considered timely. It is the vendors responsibility to monitor the solicitation posted herein for amendments issued in reference to this requirement. Any potential amendments will be posted in the same fashion as the solicitation. All Contractors who provide goods/services to the DoD must be registered in the System for Award Management (SAM). Failure to comply with SAM registration will deem the Offeror ineligible for award.
