The Naval Air Systems Command (NAVAIR), V-22 Osprey Program (PMA 275), Patuxent River, MD intends to negotiate and award a sole-source Purchase Order to Point Blank Ballistics Inc. (formally, The Protective Group Inc.) 14100 NW 58th CT, Miami Lakes, FL 33014-3119 for the Engineering Change Proposal to document the incorporation of the Advanced Ballistic Stopping System (ABSS) in the CV-22 Osprey aircraft and procurement of 25 individual spare panels for the ABSS. This acquisition is being pursued on a sole-source basis under the authority of Federal Acquisition Regulation (FAR) 13.103-1(b)(1)(i). Point Blank Ballistics Inc. is the sole designer, developer, and manufacturer of the CV-22 Osprey ABSS and therefore is the only company that has the requisite knowledge, experience, and technical data required to successfully support fleet and program requirements.
