This is a sole-source procurement by the Department of Defense through Watervliet Arsenal for Advanced Bore Coating (ABC) services on a single gun barrel, awarded to VRC Metal Systems under FAR 6.302-1. The work is to be performed on-site at 1 Buffington Street, Watervliet, New York, within a performance period from July 13, 2026, to February 28, 2027, with all deliveries made FOB destination. The contractor must supply the coating using Virgin Helium and provide a credit amount if recycled Helium is used instead. The contract requires pricing for the coating service itself, entrance criteria and document preparation, and maintenance support, though specific dollar amounts remain unfilled. The Service Contract Labor Standards Wage Determination No. 2015-4143 governs labor compensation, and all personnel must comply with stringent security protocols, including Personal Identity Verification, antiterrorism training, and adherence to prohibitions on covered telecommunications equipment, foreign-made unmanned aircraft systems, and procurement from the Xinjiang Uyghur Autonomous Region.
