The US Army Research, Development and Engineering Command Acquisition Center, Natick Contracting Division, plans to negotiate a sole source contract with Clemson Apparel Research (CAR), part of Clemson University, for managing the supply chain of the new Army Combat Uniform (ACU) and patrol cap. This effort is part of the Defense Logistics Agency’s Apparel Research Network (ARN) MANTECH project, where CAR has pioneered advanced supply chain management concepts and developed commercial software called BalancedFlow. These innovations enable precise prediction of stock levels, streamlined raw material flow, and just-in-time material pulling for garment production. CAR’s expertise in military-focused clothing and textile supply chains positions them uniquely to oversee synchronized order replenishment, shipping, and manufacturing recommendations, providing total asset visibility from raw materials through finished product delivery. This contract demonstration aims to show how integrated supply chain management can reduce costs and lead times while improving quality by smoothing production flow across the supply chain. CAR’s leadership in lean manufacturing practices is a critical component in advancing military acquisition modernization initiatives. Though this is not a formal request for proposals, the government may decide whether or not to pursue competitive procurement based on responses received by July 23, 2004. Interested parties may express interest and capability to the designated government contact, but telephone inquiries are not accepted. The overarching goal is to leverage CAR’s existing knowledge and prior work to ensure the successful implementation of an advanced, efficient ACU supply chain management system.
