AI Contract Overview
This solicitation, FA8213-25-R-3026, seeks a qualified vendor to supply and sustain critical aircraft egress system components, specifically the Advanced Concept Ejection Seat (ACES) II Harness Release Cartridge and Drogue Gun Cartridge, classified as Critical Safety Items. The contract is a firm fixed-price procurement under a sealed bid format using SF 1447, with delivery and performance centered at Hill Air Force Base, Utah. The solicitation has been amended to extend the closing date to July 8, 2026, to allow the program office to finalize forthcoming requirement changes, while all other terms remain intact. Offerors must comply with stringent quality requirements, including ISO 9001:2015, MIL-STD-2073-1, MIL-STD-129, and MIL-STD-1168, and adhere to specific packaging, marking, and labeling protocols, including IUID and serial number marking, as well as electrostatic discharge controls for sensitive components. Technical proposals must include a detailed Work Breakdown Structure, milestone schedule, manufacturing process description, risk mitigation strategies, and relevant experience with cartridge actuated devices, all submitted in searchable digital formats with no more than ten pages for the schedule. Evaluation is based on a best value tradeoff where technical merit—assessed through a pass/fail vendor qualification gate and a color-rated technical schedule evaluation—is significantly more important than cost. The solicitation includes multiple line items for cartridges in various quantities, with one item designated as not separately priced, and imposes requirements for timely submission of engineering change proposals, failure analysis, obsolescence alerts, and ammunition data cards per military standards. Contractors must also meet cybersecurity obligations under DFARS 252.204-7019, comply with the Buy American Act, and ensure all invoicing is processed through WAWF under the specified DoD accounting codes. Proposals from non-qualified vendors will not be considered unless a qualification package is submitted and approved by the Air Force Engineer prior to award.
