Advanced Forensics Investigations Training Services

The Health and Human Services Commission, on behalf of the Texas Department of Family and Protective Services Adult Protective Services, is soliciting bids under IFB HHS0017224 to secure a qualified contractor for Advanced Forensics Investigations Training. The selected respondent will provide two instructor-led, two-day training sessions for case workers during each state fiscal year from the date of award through August 31, 2027. These trainings will be conducted at DFPS offices in the metropolitan areas of Austin, Dallas, Ft. Worth, Houston, or San Antonio. The primary objective is to enhance the ability of case workers to conduct forensic investigations into crimes against the elderly and persons with disabilities, ensuring cases meet legal requirements for criminal prosecution and civil actions such as guardianship proceedings. The contractor is responsible for all training materials and printing costs, with curriculum based on APS Policy, Texas Law Enforcement procedures, and various Texas state codes. Award decisions will be based on the most advantageous combination of cost, experience, and capabilities, with a particular focus on the contractor's staffing and supervision levels. Bidders must submit a comprehensive response by September 3, 2026, including a pricing sheet, a HUB Subcontracting Plan, and various vendor certifications. The contract is governed by DFPS Uniform Terms and Conditions, requiring strict adherence to Texas Prompt Payment Act standards, HIPAA confidentiality, and state anti-discrimination laws. Invoices must be submitted via email to the DFPS Contract Manager within 14 business days of training completion.
