Full Description
The New York District (NAN) of the U.S. Army Corps of Engineers (USACE) proposes to Design, fabricate, and install a new video display upgrade for the Armed Forces Recruiting Station.
Scope: This project will consist of constructing Design, fabrication, and installation of a new video display upgrade for the Armed Forces Recruiting Station. The project will include the installation of 4 new state-of-the-art digital rooftop video display panels, weighing approximately 28,000 lbs., and must be executed with minimal disruption to the surrounding high volume of pedestrians and local businesses.
Acquisition Strategy: The project will be competed as a small business set aside. The construction contract for this project will be procured through Design Build Two Phase Best Value Trade Off strategy via Request for Proposal (RFP) and a firm fixed price (FFP) construction contract shall be awarded. The Government will evaluate the proposals in accordance with the Source Selection Criteria, and award a firm fixed price contract to the responsible firm, whose proposal conforms to all the terms and conditions of the solicitation and is fair and reasonable and offers the best overall value to the Government.
It is anticipated that the RFP will be posted electronically via the SAM.gov on or about 15 June 2026 and the phase one proposals will be due approximately 30 days later. Any and all amendments shall be likewise posted. Hard copies will not be available. It is the contractor's responsibility to monitor the SAM.gov web-site for any amendments.
The period of performance for this project is approximately 291 calendar days from the Notice to Proceed date. The applicable North American Industry Classification System (NAICS) code is 236220 for Commercial & Institutional Building Construction.
Proposals/offers will be submitted to the U.S. Army Corps of Engineers, Contracting Division. All questions must be submitted in writing via email or mail to the POC. SAM.gov will be utilized to issue the Synopsis/Solicitation and amendments. Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued.
