The United States Air Force, through AFLCMC/WNR, is conducting market research to identify capable industry sources for the development, integration, and production of the ARTS-V3 Subscale—a mobile, high-fidelity radar threat simulator designed to enhance threat density on test and training ranges. This system is a scaled-down version of the Advanced Radar Threat System-Variant 3, operating in X- and C-bands with a target production volume of up to 60 units, though quantities remain indeterminate. The system must be transportable via C-130 aircraft and meet stringent mobility and environmental durability standards, including MIL-STD-810H and SAE AS8090A, while securely handling SECRET-level data under RMF, TEMPEST, and NIST SP 800-88 Rev. 1 guidelines. Contractors are required to integrate Government Furnished Information and Equipment, including cryptographic hardware, software components from Lockheed Martin, and interface control documents, without access to proprietary source code or complete technical baselines, which will not be finalized until FY28–FY29. Development must rely on extrapolation from limited available data, demanding a high degree of technical innovation, particularly in software synchronization and systems modeling. The solicitation, identified as FA260001 and posted on June 29, 2026, with a response deadline of July 31, 2026, is strictly a sources sought notice and does not constitute a solicitation for award or payment. Responses must be submitted via email as a detailed capability statement, not a formal proposal, and must include the UEI and CAGE code, business size certification under NAICS 334511, a technical narrative, a credible engineering and schedule plan with milestones like CDR and TRR, a comprehensive reuse strategy leveraging COTS, MOTS, and GOTS components, and past performance evidence. Offerors must demonstrate expertise in Model-Based Systems Engineering using Cameo NoMagic SysML and proven success in complex radar or electronic warfare system integration. Technical data packages must comply with MIL-STD-31000B, including packaging, preservation, and marking requirements aligned with DoD standards. The primary place of performance is Hill Air Force Base, Utah, where testing, integration, and acceptance will occur. No contract award is anticipated from this effort, and the Government will not pay for submissions except as an allowable bid and proposal cost under a future contract. Key

The United States Air Force (USAF), AFLCMC/WNR, has a requirement to develop, integrate, and produce a scaled-down version of the Advanced Radar Threat System-Variant 3 (ARTS-V3), referred to as the ARTS-V3 Subscale. This system will provide a mobile high-fidelity threat simulator to increase threat density on test and training ranges. The Government currently estimates a total production volume between 0 and 60 subscale X and C band systems, with an indeterminate quantity of each.
This Sources Sought Notice is issued for the purpose of conducting market research to identify potential sources capable of satisfying the requirement and to determine if any other sources can overcome the significant technical, schedule, and cost constraints outlined in Section 2.

The Government does not intend to award a contract based on this sources sought or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although "proposal" and "offeror" may be used in this document, your response will be treated as information only. It shall not be used as a proposal.
