This contract is a Total Small Business Set-Aside under FAR Part 12 for the procurement of Evidence Collection Equipment, Supplies, and Services, issued as a single award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a base year and four one-year option periods, totaling up to five years plus a possible six-month extension. The evaluation method is Lowest Price Technically Acceptable, where proposals must first pass two mandatory technical gates: verifiable manufacturer certification to perform calibration, maintenance, and technical services on TopCon and Faro/GeoSlam equipment, and demonstration that the facility is located within 100 miles of the FBI Laboratory Division Headquarters at Redstone Arsenal, Alabama. Contractors must maintain active SAM registration and comply with FAR clauses on organizational conflicts of interest, standards of conduct, and protection of proprietary information, including mandatory disclosure of any prior involvement in solicitation development and a list of former FBI employees. The contract includes a unilateral option to extend under FAR 52.217-9. Invoicing must be submitted electronically via the Invoice Processing Platform at least monthly but no more than bi-weekly, with final invoices due within 30 days after the end of the performance period.
