Evidence Collection Equipment & Services

This contract is a Total Small Business Set-Aside under FAR Part 12 for the procurement of Evidence Collection Equipment, Supplies, and Services, issued as a single award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a base year and four one-year option periods, totaling up to five years plus a possible six-month extension. The requirement is classified under NAICS code 334511 with a size standard of 1,350 employees, and only small business concerns meeting this standard are eligible. The evaluation method is Lowest Price Technically Acceptable, where proposals must first pass two mandatory technical gates: verifiable manufacturer certification to perform calibration, maintenance, and technical services on TopCon and Faro/GeoSlam equipment, and demonstration that the facility is located within 100 miles of the FBI Laboratory Division Headquarters at Redstone Arsenal, Alabama. Failure to satisfy either gate renders a quote ineligible. Proposals must be submitted electronically by July 17, 2026, at 2:00 p.m. ET to Kayla Haley at KNHALEY@FBI.GOV, and must include only four required documents: a cover letter with entity identification, CAGE code, SAM UEID, size certification, and legal POC; facility certification; proof of facility location; and a completed pricing matrix, with no pricing information permitted outside the matrix. The contract is Firm-Fixed Price, and the estimated total value is $4.5 million, with a minimum guaranteed order of $1,000 and a per-order cap of $3 million. All submissions must be unclassified, in English, and include proprietary markings when applicable. Contractors must maintain active SAM registration and comply with FAR clauses on organizational conflicts of interest, standards of conduct, and protection of proprietary information, including mandatory disclosure of any prior involvement in solicitation development and a list of former FBI employees. The contract includes a unilateral option to extend under FAR 52.217-9. Invoicing must be submitted electronically via the Invoice Processing Platform at least monthly but no more than bi-weekly, with final invoices due within 30 days after the end of the performance period. The Contracting Officer Representative will oversee deliverables, inspections, and invoice certification, and the prime contractor must flow down all OCI requirements to subcontractors and partners.
