Request for Information (RFI) : Obtaining Food Franchise Rights in Washington, DC - Northern Capital Region (NCR)

The Federal Bureau of Investigation (FBI) is issuing this Request for Information (RFI) to gather detailed input from qualified organizations regarding the requirements, processes, and opportunities associated with obtaining food franchise rights within the Northern Capital Region (NCR), Washington, DC.

Organizations responding to this RFI are requested to provide all relevant documentation, points of contact, marketing materials, and procedural information. This RFI is for planning and informational purposes only and does not obligate the Government to pursue any further action or future solicitation.

Direct Engagement Model – Industry Feedback Requested

In addition to information on obtaining food franchise rights generally, the FBI is specifically interested in understanding the feasibility and attractiveness of a direct-engagement model, in which the FBI would contract or otherwise arrange directly with individual food franchise brands (rather than through a single master food-service contractor) to provide food service operations within the J. Edgar Hoover Building (JEH), Washington, DC.

What the FBI should understand about this model:

  • Typical franchise agreement structures, term lengths, and capital investment requirements (buildout, equipment, branding) when a franchisor/franchisee operates within a federal government-controlled facility rather than a traditional commercial or retail location
  • Licensing, royalty, and territory considerations that may apply or require modification for a single-tenant government building
  • Food safety, supply chain, and operational standards the franchise would need to meet or adapt to operate within a secure federal facility
  • Any precedent for franchise operations within federal buildings, military installations, or other access-controlled environments, and lessons learned from those arrangements

All responses must be submitted to:

  • Ms. McKenzie P. Bucher, mpbucher@fbi.gov
  • Mr. Tom Teets, twteets@fbi.gov

Please provide all requested information no later than September 21, 2026, at 12:00 PM EDT.

Palo Alto Depot Revitalization Request For Information
Solicitation # S26160
The Santa Clara Valley Transportation Authority is conducting market research through Request for Information S26160 to explore the revitalization of the Palo Alto Train Depot. The agency seeks to transform this historically significant site, which is listed on the National and California Registers of Historic Places and designated as a Category 1 historic building, into a public-facing commercial venture. The envisioned project aims to activate the space for transit riders through food and beverage services, retail opportunities, pop-up events, and flexible coworking spaces. To support this transition, the agency may provide future vendors with up to 325,000 dollars in improvement funds for facility upgrades, such as kitchen installations. This RFI is intended solely for market research to assess viability and inform future procurement strategies; it is not a formal solicitation and does not pre-qualify vendors. Design-Build of a Tier II Mobile Command Post Vehicle (MCPV) Trailer
Solicitation # 15F06726R0000194
The Federal Bureau of Investigation is seeking a single-award, Firm-Fixed-Price, Indefinite-Delivery/Indefinite-Quantity contract for the design, engineering, manufacturing, and production of Tier II Mobile Command Post Vehicle (MCPV) systems. These systems consist of custom-integrated gooseneck trailers and compatible Class 4 prime hauler vehicles designed to support command, control, communications, and computer (C4) operations. The acquisition follows a phased design-build approach, requiring the contractor to produce a production-representative first article to establish a configuration baseline before proceeding to full-scale production. The government anticipates ordering approximately thirteen MCPV trailer systems and associated haulers over a contract period consisting of one base year and four option years, with a maximum contract value not to exceed $15,000,000. Award will be based on best value, with non-price factors weighted significantly more than price. Technical evaluation focuses on the proposed concept, engineering feasibility, and production capability, with a mandatory pass/fail requirement for ISO 9001 certification. The contractor is responsible for comprehensive lifecycle support, including integration of government-furnished equipment, technical documentation, and warranty administration. All deliverables must meet strict technical specifications and be verified through a Master Requirements Traceability Matrix. Administrative requirements include electronic invoicing via the Invoice Processing Platform and the protection of controlled unclassified information. Proposals must be submitted in four distinct volumes, adhering to strict page limits and native Excel format requirements for pricing and traceability matrices.
