Food and Beverage Operator for Outdoor Public Pavilion

The Tarrant Regional Water District is soliciting proposals for a Food and Beverage Operator to provide hospitality services at the pavilion anchoring the future park on Panther Island in Fort Worth, Texas. The facility includes a 10,000 square foot pavilion with 1,400 square feet of permanent kitchen and concession space, 1,100 square feet of bathrooms, a covered event pavilion, and an outdoor event lawn. While the broader park and canal construction is scheduled to begin in December 2026 and last up to 18 months, the existing pavilion will remain operational. The selected operator will be responsible for all point-of-sale operations, staffing, inventory, and maintaining high standards of quality, safety, and customer service. Proposals must be submitted in PDF format via the OpenGov procurement portal by November 5, 2026, at 2:00 PM. The evaluation process is based on best value, with weighted criteria including the proposed business plan at 40 percent, qualifications and experience at 25 percent, the fee and revenue proposal at 20 percent, and financial strength and stability at 15 percent. Required submission documents include a signed cover letter, a detailed business plan, three professional references, a fee proposal, and a signed Conflict of Interest Questionnaire. The operator must comply with ADA, fire and life safety, health department, and alcohol beverage regulations, ensuring all staff hold necessary food handler and alcohol service certifications. Required insurance coverages include Commercial General Liability, Workers Compensation, Automobile Liability, and Liquor Liability if applicable. Performance will be monitored through monthly sales reports and evaluated based on revenue generation, cleanliness, operational reliability, and community engagement. Equipment provided under the lease agreement is offered in as-is, where-is condition without warranties.
