Solicitation DAF27BZ01-DV013 is a Direct to Phase II Small Business Innovation Research effort issued by the United States Air Force to design, develop, and test advanced reserve power source technologies for weapon systems. The primary objective is to significantly increase power and energy density to enable new integration strategies, with a minimum specific energy requirement of 40 Wh/kg and a goal exceeding 100 Wh/kg. The power source must be capable of a 20 plus year storage life without maintenance, reach full voltage within 600 milliseconds of activation, and provide an activated life of at least 5 minutes. It must support loads with a minimum average of 2.5 kW/kg, potentially exceeding 5 kW/kg over 60 seconds, while surviving extreme shock, vibration, and temperature environments per MIL-HDBK-310. Safety is paramount; the system must be inherently resistant to thermal runaway, and any lithium-based technologies must demonstrate no venting under NAVSEA S9310-AQ-SAF-010 conditions to achieve NOSSA certification. This total small business set-aside has a maximum performance duration of 24 months and a budget of 2,000,000 dollars. Proposals will be evaluated based on technical merit, the qualifications of key personnel and their ability to commercialize results, and overall commercial potential, alongside a cost volume analysis. Award selections are based on the overall technical value most advantageous to the government. Applicants must be registered in the System for Award Management and comply with CMMC cybersecurity standards for safeguarding federal contract information. Submissions must be made via the DSIP portal across seven specific volumes, including detailed technical and cost proposals, and must include a comprehensive organizational conflict of interest mitigation plan.

Full Description

Power source performance in terms of power and energy density is the major objective with affordability, safety, and reliability secondary objectives of Air Force Armament Directorate programs for advanced reserve power sources for weapon systems. Secondary objectives are not distant relative to the major objective, but power and energy density is emphasized in order to enable new concepts and integration strategies. Current reserve thermally activated battery technology is at risk of becoming obsolete due to increasing specific power and specific energy requirements, while other battery technologies with similar or greater specific energy suffer from multiple failure modes, have limited storage life, or have not been tailored to meet the unique requirements for Air Force weapon programs. An advanced reserve power source lasting 20+ years without the need for maintenance or significant energy loss while in storage, is reliable, and is inherently safe, e.g. is not susceptible to thermal runaway, is required. Weapons typically have storage lifetimes of 20+ years; and must maintain reliable operation at any point within this time period without the power source being inadvertently activated. When the power source is activated, it must rise to full voltage within 600 ms and have an activated life of 5+ minutes. The power source must be able to survive shock, vibration, and temperatures (MIL-HDBK-310 1% Hot/ 1% Cold Days, worldwide) associated with external and internal carriage, high speed free flight, and storage environments. The power source will be required to provide power for weapon avionics, guidance, and ordnance initiation events for the entire flight profile. The load on the power source must be capable of periods of pulse power with an average 2.5 kW/kg minimum and a goal to exceed 5 kW/kg load over 60 seconds. The goal of this technology development is to design, develop, and test an advanced design for a power source capable of 20+ years of storage, 5+ minutes of activated life, with a specific energy at a minimum of 40 Wh/kg and a goal to exceed 100 Wh/kg. The power source must be inherently safe during its entire lifetime. Due to the safety issues associated with lithium battery technologies and the process to receive certification through the Naval Ordnance Security and Safety Activity (NOSSA) for use on an ordnance system, lithium battery technologies will need to demonstrate no venting under NAVSEA S9310-AQ-SAF-010 test conditions.

Solicitation # SPE7L7-27-T-0108
Solicitation SPE7L7-27-T-0108 is a request for quotations issued by the DLA Weapons Support Land Supplier Operations for the procurement of three storage batteries under NSN 6140-01-673-7062. The requirement specifies parts from either Grove U.S. LLC (P/N 80087119) or East Penn Manufacturing Co. (P/N 8A4D). These items are classified as Type I Code M with a non-extendable shelf life of 24 months. The contract is a fixed-price acquisition with delivery required within 145 days after order, featuring a need ship date of March 14, 2027, and an original required delivery date of October 31, 2027. Delivery, inspection, and acceptance are all set for destination at the DLA Distribution DDSP New Cumberland Facility in Pennsylvania. The contractor must adhere to strict packaging and marking standards, including MIL-STD-2073-1E and MIL-STD-129, and comply with DLA packaging requirements RP001. Because the batteries are hazardous materials, the contractor must follow IP025 and RQ034 guidelines, including the submission of hazard warning labels and Material Safety Data Sheets prior to award. Administrative requirements include electronic invoicing via the Wide Area WorkFlow system and compliance with various FAR and DFARS clauses regarding cybersecurity, domestic material restrictions, and the Buy American Act. Quotations are due by October 19, 2026, to the issuing office in Columbus, Ohio.
