SOURCES SOUGHT SYNOPSIS for Standard Targets CRP ADVANCED SUBSCALE AERIAL PLATFORM TARGET INTRODUCTION The US Army's PEO STRI, PM ITTS Targets Management Office is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest in and industry technologies available to support/provide for AERIAL TARGET VEHICLES. The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. PROGRAM BACKGROUND The United States Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) Targets Management Office (TMO) is seeking information concerning a high speed aerial target to replace the MQM-107E. REQUIRED CAPABILITIES The Government requires SUBSCALE AERIAL VEHICLE TARGETS. The intent of this Sources Sought is to assess the state-of-the art of the technology available for producing a target that meets the capabilities listed below: Variable speed: from 200 to >500 Knots Indicated Air Speed @10,000 ft. MSL Altitude: ?50 ft AGL - 40000 ft MSL Flight duration: >60 min Reusable target that will provide a minimum of 20 flights with parachute or other recovery system Internal Payload 4.7 Cubic Ft. (100 lbs minimum) Internal Power of 28 VDC @ 83 Amps minimum Integrated or integration capable with US Army's Ground and Aerial Target Control System (AGATCS) Barrel Roll Constant altitude (+/- 200 ft) constant speed G turns: 6G sustained @ 10,000 ft. MSL Slice - Diving 6G-turn to change heading 180 degrees Pitchback -Climbing 6G-turn to change heading 180 degrees Weave - 3G (minimum) constant 30 degree (minimum) angle dive 30 degree (minimum) angle climb Minimal damage in recovery Towed targets capable (up to 100 lbs each wing station) Wing-tip payloads (50 lbs each) Semi-Autonomous (Waypoint Navigation) SPECIAL REQUIREMENTS Any resulting contract is anticipated to have a security classification level of Unclassified. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 225.7002 and 252.225-7014 Alt. 1. ELIGIBILITY The applicable NAICS code for this requirement is 336411(Aircraft Manufacturing) with a Small Business Size Standard of 500 or less employees. The Product Service Code (PSC) is 1550 (Unmanned Aircraft). SUBMISSION OF DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.
