Contracting Activity. 47th Contracting Flight, Laughlin Air Force Base (AFB), Texas. II. Nature and/or description of the action being processed. This action will be awarded as a delivery order under the vendor's General Services Administration contract (GS-07F-039DA) and will be firm-fixed-price. III. Description of supplies/services required to meet agency needs. Upgrade from the existing Advantor Suite for Networks, version 5.0 (ASN 5.0) to the new ASN 6.0 at Laughlin AFB for the 47 Security Forces Squadron's Primary and Alternate Base Defense Operations Center (BDOC) in accordance with certification procedures outlined in AFI 31-101. The contractor shall provide all equipment and ancillary services required to accomplish the upgrade. IV. Statutory authority permitting Other than Full and Open Competition. IAW FAR 8.405-6(a)(1)(i)(B) -- Limiting Sources, For a proposed order or BPA with an estimated value exceeding the micropurchase threshold not placed or established in accordance with the procedures in 8.405-1, 8.405-2, or 8.405-3, the only circumstances that may justify the action are-- Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority). The current IDS in place is manufactured by Advantor Systems Corporation and is a major system at Laughlin Air Force Base. Being that Advantor Systems Corporation is the only manufacturer and seller of this particular IDS, only personnel from Advantor Systems Corporation possess the certifications and capabilities to provide the supplies and services required to satisfy the customer's needs. Additionally, the other two vendors authorized to provide an IDS on an Air Force installation do not possess proprietary rights or intellectual rights to upgrade the Advantor Systems Corporation brand IDS already in place at Laughlin AFB. If another contractor were to work on the IDS, it would become de-certified and the compensatory measures would be required. Following the decertification, a MAJCOM team would be required to re-certify the system prior to its use. If another vendor were to receive the award the entire IDS would have to be replaced resulting in substantial duplication of cost to the Government that would not be recovered. VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable. Market research has been conducted, and the Government will make efforts to solicit sources with distributors at the time deemed necessary to replace the entire IDS in order to encourage competition. VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable. In accordance with FAR 13.106-2(b)(3)(ii)(A), the Contracting Officer intends to compare prices paid by other Air Force installations for recent, similar upgrades. VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted. Market research revealed that Advantor Systems Corporation is one of three authorized vendors that may provide an IDS on an Air Force installation IAW AFI 31-101. It was found that Advantor Systems Corporation was the manufacturer that Justification and Approval (J&A) for Other Than Full and Open Competition Page 3 of 3 provided the current IDS in place. The contract was awarded to Advantor Systems Corporation on a sole-source basis through a currently expired GSA contract (GS-07F-8785D). If awarded to Advantor Systems Corporation, the requirement can be fulfilled through the GSA contract (GS-07F-039DA) effective 02 December 2015 through 01 December 2020. IX. Any other facts supporting the use of Other Than Full and Open Competition. In accordance with, AFI 31-101, all Major Commands (MAJCOMs) must select an IDS from the approved IDS equipment list published by HQ USAF/A7S. Of the authorized sources listed, only Advantor Systems Corporation is capable of fulfilling the upgrade requirement at Laughlin AFB. X. List of sources, if any, that expressed interest in the acquisition. Advantor Systems Corporation. XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required. NA, Until such time as the Air Force / Air Education & Training Command (AETC) changes to an IDS manufactured by another company, Avantor Systems Corporation will remain the IDS in use at Laughlin AFB.
