The Town of Ayer Department of Public Works is soliciting bids for the rehabilitation of the 85-year-old Barnum Road Bridge, with an estimated contract value of $771,710. Bids are due by August 14, 2026, and the Notice to Proceed will be issued no earlier than April 5, 2027, with work required to be completed within 180 calendar days thereafter. The project scopes concrete repairs to the deck, sidewalk, pile caps, and wingwalls to address cracking, spalling, and delamination, along with slope stabilization and replacement of non-compliant guardrails with MASH-compliant systems. All bidders must be prequalified by MassDOT in the Bridge – Construction category and must submit a bid security equal to 5% of their bid amount, as well as 100% Performance and Payment Bonds upon award. Compliance with Massachusetts prevailing wage laws under M.G.L. Chapter 149, Sections 26–27D is mandatory, and attendance at the mandatory pre-bid meeting and site walk is required. The contract is governed by Massachusetts General Laws, particularly Chapter 30, Section 39M, and is conducted as a competitive sealed bid under state law, not federal acquisition regulations. All proposals must be submitted in sealed physical form to the Ayer DPW Administrative Building at 25 Brook Street, Ayer, MA 01432, though electronic access to full contract documents is available online. No federal contract clauses, socioeconomic set-asides, UEI or CAGE requirements, or electronic invoicing systems are prescribed; the procurement is fully aligned with state construction procurement standards.
