Affordable Cottage Home Village Development at Belmont and Dewitt Project

The City of Fresno is developing the Affordable Cottage Home Village at the intersection of East Belmont Avenue and North Dewitt Avenue on a 9.7-acre city-owned parcel. This mixed-use affordable housing project consists of up to 120 residential units, utilizing a combination of ANSI-certified mobile tiny homes on wheels and CRC-certified factory-built tiny homes. In addition to housing, the development will feature up to 15,000 square feet of retail and commercial space for small businesses, 231 parking stalls with electric vehicle infrastructure, and a private park facility for residents with a paid membership option for the public. The project also includes minor off-site utility infrastructure and right-of-way extensions. The project was approved on September 3, 2026, following a Mitigated Negative Declaration under CEQA. Construction is expected to take place over a 24-month period and is estimated to accommodate approximately 240 new residents and generate up to 800 new vehicle trips. The project is managed by the City of Fresno Planning and Development Department, with Keng Lee serving as the Project Manager.
