This is a combined synopsis/solicitation for online subscription access and is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this solicitation is issued as a Request for Quote (RFQ). A written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74 (effective 30 May 2014), Defense Federal Acquisition Regulation Supplement DPN 20140528 (Effective 28 May 2014), Air Force FAR Supplement AFAC 2014-0421 (Effective 21 April 2014). This RFQ has the following line items: Basic Period (1 Oct 2014 - 30 Sep 2015): CLIN 0001: INSPEC Database Subscription with UNLIMITED Concurrent Users Option Year I (1 Oct 2015 - 30 Sep 2016): CLIN 1001: INSPEC Database Subscription with UNLIMITED Concurrent Users Option Year II (1 Oct 2016 - 30 Sep 2017): CLIN 2001: INSPEC Database Subscription with UNLIMITED Concurrent Users Quotes must price each line item listed. Interested vendors must provide response to this solicitation by 10:00am EST, 18 July 2014. The vendor must be registered in the System for Award Management (SAM) prior to award. Award will be made to the lowest priced, technically acceptable quote. The Government intends to award without discussions; however, the Government reserves the right to enter into discussions if determined necessary by the Contracting Officer. The Government reserves the right to not make an award at all. Payment terms: payment in advance may be authorized.
