AFLCMC/HNAI Ground Support Systems (GSS) Industry Day

Industry Day Overview: AFLCMC/HNAI's Ground Support Systems (GSS) intends to hold a virtual Industry Day on 2 December 2021 between 0900-1500 EST. Since 2007, AFLCMC/HNAI's Ground Support Systems (GSS) Program has acquired Tactical Exerciser capabilities to meet operational, training, and support requirements. HNAI is establishing a new GSS Program model that encourages flexibility, diversity, and competition in the acquisition, delivery, and support of GSS capabilities. The new model allows for multiple vendors to qualify for future acquisitions of complete capability solutions and components of integrated solutions. HNAI seeks meet with prospective vendors to identify available products & services and inform the new acquisition strategy and contracting approach for the GSS Program. HNAI's customers are increasingly seeking more options and new capabilities, across a spectrum that ranges from basic single-node solutions to complex multi-node, C2-integrated solutions. The current GSS Program provides a capability to support a variety of Link 16 activities. The new Program seeks to meet these capabilities, while adding system and component options that are scalable, can leverage additional data link types, and meet a wider range of customer requirements. Prior GSS use cases have generally focused on - Datalink Training for Fighters. However, customers are increasingly requesting adaptable systems supporting exercises, operations, and other applications. Target applications for capabilities in the GSS Program include: - Live operational training for fighter aircraft employing tactical data links. This activity is generally at fighter air bases and or flight test ranges. - Live operational data dissemination of a GSS Wide-Area Network (WAN) to provide an Operational SA use case to the GSS typical training mission. - Exercise Support to Tactical Data Link (TDL) exercises providing an opportunity for US and coalition forces to sharpen skills and develop new tactics. - TDL monitoring at forward operating or deployed locations where a system is needed to observe, troubleshoot, and record TDL activities. - Ground-based communication nodes to increase Line-of-Sight coverage for TDL networks. - Contractor Developmental Test (DT) in support of platform development of TDL interfaces and implementation. This includes use by prime developers and integrators that have a requirement for Link 16, Link 16 terminals (MIDS, JTIDS, JTRS or others), and other datalinks. - Government Developmental Test (DT), Operational Test (OT) and Interoperability Test and Evaluation (IOT&E) for platform validation and certification. The Government may make available additional information related to GSS to approved contractors that pre-register. Industry Day Information: The Industry Day event will be held virtually. See Attachment #1 - Industry Day Registration Form and Attachment #2 - GSS Industry Company Information to register for Industry Day. The specific details for joining the virtual Industry Day will be provided via separate correspondence to pre-registered and approved companies only. Pre-registration is required to participate in the GSS Industry Day. Registration on the day of the event is not allowed. Indicate on the registration form all representatives of your company that will participate in Industry Day. The Government's presentation via teleconference will begin promptly at 0900 on 02 December 2021. The Government will distribute the teleconference number by 01 December 2021 to all approved companies that pre-register. The Government will send a calendar invite to each company's designated representative identified on the attached registration form. Each company is restricted to one call in-line. The teleconference number will open at 0830 on 02 December 2021 to provide participants 30 minutes to verify connectivity. One-on-one virtual engagement sessions will be conducted. Engagement sessions are one-on-one virtual meetings between the Government and individual approved companies and are intended for industry to discuss company capabilities, ask questions and provide feedback to the Air Force. The Government will have no more than eight 20-minute one on one sessions awarded on a first come first serve basis with interested industry participants. Indicate on the registration form if your company is interested in scheduling a one-on-one engagement session. Interested vendors must submit their responses to the Attachment #3 RFI/ Industry day questions by 11:59pm EST on 30 November 2021 to be considered for a one on one session. The Government will forward assigned timeslots to individual companies via separate correspondence prior to Industry Day. The Government request submission of capabilities statements from all interest vendors by 30 November 2021. The questions in Attachment #3 shall guide the capability statement. The capabilities statement should demonstrate the vendors Tactical Exerciser capabilities that would meet operational, training, and support requirements. The capabilities statement can be submitted in any form but shall not exceed 5 pages/slides. Pages shall be single-spaced and one-sided. The font shall be Times New Roman not less than 10pt with a one inch margin. Questions related to this Industry Day posting must be received NLT 1700 EST on 26 November 2021. The deadline for registration, one-on-one virtual meeting requests, capabilities statements and follow up questions to Attachment #3 shall be 11:59pm EST on 30 November 2021.
