AFOOK-CHINEN CIVIC AUDITORIUM COURT AND BLEACHERS IMPROVEMENTS

The County of Hawai'i Department of Public Works is soliciting bids for project PR-4930, the Afook-Chinen Civic Auditorium Court and Bleachers Improvements located in Hilo, Hawaii. The scope of work includes the fabrication and installation of interior type 316 stainless steel cable railings, the delivery and installation of telescoping seating stands, and an additive bid alternate for a new maple athletic flooring system. The project also includes an optional PVC interlocking floor protection system. All work must comply with the Americans with Disabilities Act Accessible Guidelines, the Uniform Building Code, the National Electrical Code, and the Uniform Plumbing Code. A targeted hazardous materials survey has identified lead-based paints and arsenic-containing products that require removal by qualified contractors in accordance with OSHA and HIOSH regulations. Bids must be submitted electronically through the OpenGov Procurement Portal by the final deadline of September 18, 2026. The contract will be awarded to the responsible bidder providing the lowest evaluated bid price. Prospective bidders are required to submit a Notice of Intention to Bid and a Standard Qualification Questionnaire for Offerors to be approved prior to bidding. The successful contractor must provide performance and payment bonds equal to 100 percent of the contract price, unless the bid is below the 50,000 dollar small purchase threshold. Additionally, the contractor must ensure that at least 80 percent of the workforce consists of Hawaii residents and adheres to prevailing wage rates. Final project acceptance is contingent upon a joint final inspection and the completion of all punch list items as determined by the Director.
