Dock Lease Opportunity near Cascade Locks, OregonThe U.S. Government is soliciting offers to lease dock space or riverfront property on the Columbia River near Cascade Locks, Oregon, specifically within one to five miles downstream of the Bonneville Dam outfall, to install and operate a Total Dissolved Gas monitoring station. The property must include a structurally sound dock, pier, or float capable of supporting up to 300 pounds to safely accommodate a government-provided gage house and instrumentation shelter measuring approximately 5 to 5.5 feet high, 3 to 3.5 feet wide, and 2.5 feet deep, which must be lockable with a government padlock. The site must maintain a minimum water depth of five feet year-round, even during low-flow conditions, and provide secure, unobstructed access for personnel and equipment between 6:00 a.m. and 6:00 p.m., Monday through Friday. A dedicated parking area must be available within 100 feet of the dock to facilitate transport of heavy instrumentation, and no utility connections are required from the property owner. Interested parties must agree to a five-year lease term, with a one-year initial commitment and four optional one-year renewals at the government’s discretion, requiring only 30 days’ notice for renewal. The lessor may terminate the agreement with 365 days’ written notice. Before signing, the property owner must execute a Right-of-Entry agreement to allow government evaluation of site suitability. The location must be compatible with existing land use, shielded from dangerous boat wakes, and resilient to river debris, with clear, safe pathways from the parking area to the dock. All proposals must be submitted by July 29, 2026, and inquiries should be directed to Michael Wright at the U.S. Army Corps of Engineers in Portland, Oregon.

The historic two-story red-brick structure, originally built in 1905 as a Navy Yard paint shop, contains approximately 10,188 square feet of interior space and is situated on 3,493 square feet of adjacent land, with an additional 1,072 square foot parking lot for nine vehicles—including one accessible space. An optional dock measuring 125 feet by 18 feet at its widest point and a 2,470 square foot adjacent patio are available for inclusion in the lease, along with three additional parking spaces, though one dock slip is reserved for the park’s law enforcement vessel with 24/7 access. All work must comply with the Secretary of the Interior’s Standards for the Treatment of Historic Property, the ICC 2024 Code family, the Architectural Barriers Act Accessibility Standard, and other federal preservation and environmental laws such as NHPA Section 106, NEPA, and NFPA 914, with all associated compliance costs borne by the lessee. The building is located within the Charlestown Navy Yard, a historically significant site that attracts over a million visitors annually and is surrounded by nationally protected cultural and natural resources. The lease term will be negotiated but cannot exceed 60 years, with the NPS anticipating a base term of 10 years; longer terms must be justified by proposed capital improvements. The minimum Rent Payment is set at $24 per square foot NNN, or $244,512 annually, with no offer below Fair Market Value Rent being accepted. The lessee must provide annual rent in equal monthly installments paid in advance, subject to automatic annual adjustments based on the Consumer Price Index, and may also propose percentage rent based on gross revenue to enhance competitiveness. Rent may be offset for completed improvements, especially roof replacement. Request for Information (RFI) for Site Development Partnerships at NASA Langley Research CenterNASA Langley Research Center is seeking interest from industry, academia, and non-federal entities to partner in the development and leasing of approximately 325 acres across seven developable parcels and an additional 150 acres with environmental and archaeological constraints, collectively forming the NASA Langley Aerospace Innovation District Hub. The initiative aims to catalyze collaboration between government, industry, and academia to advance national priorities in hypersonics, aerospace technology development, payload processing, autonomous systems, and large-scale simulation facilities for lunar and Mars missions, while also supporting Langley’s institutional needs through public access, academic gateways, renewable energy infrastructure, and visitor housing. Proposals should outline high-level development ideas aligned with the hub’s mission to foster innovation and enhance American space superiority, with potential partnership mechanisms including lease agreements, Space Act Agreements, Enhanced Use Leases, or National Historic Preservation Act leases. Respondents must submit two to five-page expressions of interest electronically by July 31, 2026, with the RFI closing on June 30, 2027, and must clearly mark any proprietary information to ensure protection under FOIA. All proposed developments must comply with federal, state, and local environmental regulations and NASA’s historic preservation agreements, and any developer assuming full responsibility for site development must also commit to financing, infrastructure standards, tenant recruitment, and maintenance. NASA will retain final approval authority over subtenants to ensure compatibility with mission objectives. A Regulating Plan outlining site constraints will be released in fall 2026, and an Industry Day is scheduled for September 2026 to provide further context, with future Announcements for Proposal to follow before the RFI closure, detailing evaluation criteria and formal solicitation terms. The contracting office is located in Hampton, Virginia, and submissions must be directed to hq-realestate@mail.nasa.gov with the subject line LARC-RFI/EUL.

RFP to Lease the Rockaway Beach Clubs in Gateway National Recreation AreaThe National Park Service is soliciting proposals to lease two historic beach club properties at Breezy Point, Queens, New York, within the Gateway National Recreation Area, for a term of up to thirty years. The properties—Silver Gull Beach Club at 1 Beach 193rd Street and Breezy Point Beach Club at 1 Beach 227th Street—are offered “as-is with all faults” and require substantial infrastructure upgrades, including replacement of fire hydrant and water systems, wastewater treatment, electrical work, and abatement of lead paint and asbestos. Both sites include extensive recreational facilities such as cabanas, pools, sports courts, food service areas, and parking, with seasonal operation from Memorial Day through Labor Day mandated. Proposals may cover one or both properties, with preference given to those proposing dual leases. All improvements must comply with the Secretary of the Interior’s Standards for Historic Preservation, applicable building and electrical codes, and federal and state environmental regulations, including protections for nesting shorebirds and coastal habitats. The lessee must demonstrate financial capacity, operational experience managing similar historic properties, and a commitment to environmental stewardship. Minimum annual rent is set at $526,490 for Silver Gull and $513,700 for Breezy Point, both as absolute net leases subject to annual CPI adjustments; higher offers are permitted and encouraged. The lessee will be responsible for all maintenance, utilities, insurance, taxes, and operational costs, including lifeguarding and waste management. Proposals must be submitted electronically as a single PDF under 40MB, not exceeding 20 pages per property, and must include detailed operating plans, financial statements, credit reports, resumes of key personnel, and environmental management strategies. The NPS retains the right to reject any or all proposals, terminate negotiations at any time, or offer the lease to the next highest-ranked applicant if negotiations fail. Lease execution is contingent upon successful negotiation and compliance with all legal, historic, and environmental obligations, and no right of renewal exists beyond the initial term. Proposers may submit offers for either asset separately or in combination, with NASA retaining the right to award one or multiple leases. The lease will be executed under Enhanced Use Lease authority as authorized by 51 U.S.C. 20145, with a minimum base term of ten years and all assets offered in “as is” condition. All development and operational plans require NASA approval, particularly for modifications affecting infrastructure, utilities, or safety systems, and must comply with NASA-STD-8719.11, local fire and building codes, environmental regulations, and sustainable design principles where encouraged. Proposals must demonstrate financial viability through audited statements and capital investment plans, technical capability with detailed use plans for the land and facility, relevant experience in similar projects, and potential positive impact on the local economy, with the proposed annual rent being the most heavily weighted evaluation factor in a best-value trade-off decision. Proposals are due by October 23, 2026, and must be submitted as a single searchable, unlocked PDF file not exceeding 30 pages in Times New Roman, 12-point font, with one-inch margins, via email to NASA’s Real Estate Branch.
