AFRL Rapid Infrastructure for Science and Experimentation (RISE)

The Air Force Research Laboratory (AFRL) Enterprise Strategies and Initiatives Division has issued the Rapid Infrastructure for Science and Experimentation (RISE) umbrella notice, solicitation number FA8652279-RISE. This notice establishes a framework for Other Transaction (OT) agreements pursuant to 10 U.S.C. § 2808a to facilitate the planning, design, engineering, prototyping, piloting, and execution of physical facility repair, modernization, and construction. Because these awards are OT agreements and not traditional procurement contracts, grants, or cooperative agreements, they are explicitly exempt from the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and the Commercial Solutions Opening (CSO) constraints of 10 U.S.C. § 3458. The RISE framework does not request immediate solutions but will periodically publish specific Areas of Interest (AOI) to solicit requirements such as Owner's Advisor models for professional oversight and the integration of advanced technologies like 3D printing and smart facility systems. Each AOI will define its own submission requirements, assessment conditions, and applicable labor standards, including prevailing wage requirements under the Davis-Bacon Act. Potential pricing structures for resulting agreements are flexible, ranging from Firm-Fixed-Price and Guaranteed Maximum Price to hybrid milestone structures and commercial practices. Interested parties must be registered in the System for Award Management (SAM) and an approved electronic invoicing system, such as Wide Area Work Flow (WAWF) or iRAPT.
